IT Project Office Manager - ISMD Full-Time, Salary Salary Range: $94,432.00 - $141,648.00
Job Summary: The IT Project Office Manager establishes, implements, develops, and controls best practices for the IT Project Management Office (IT PMO), reporting to the Director - Business Relationship Office. This includes defining and documenting policies and processes of project lifecycles to deliver these projects according to plan and within budget. The Project Office Manager also creates formal methodologies for defining project key performance metrics and allocating resources and leads the IT PMO's continuous improvement efforts around project management processes. Lastly, the IT Project Office Manager will directly manage the team of Project Managers and may serve as the lead IT Project Manager on high risk, high profile, and / or strategic projects.
Essential Responsibilities:
- Define how the scope, goals, and deliverables of IT projects should support business goals, in collaboration with senior management.
- Define project success criteria and disseminate them to involved parties throughout project lifecycle.
- Effectively communicate and manage project expectations to project managers, owners, sponsors, team members, and other stakeholders in a clear and concise fashion.
- Establish project timelines and milestones / deliverables using the appropriate tools.
- Determine frequency and content of status reports from project managers, analyze results, and troubleshoot problem areas / mitigate project risks.
- Execute IT Project Management -Perform initiate, plan, execute, monitor/control and closing activities as defined for an IT Project Manager, when assigned.
- Effectively manage project teams' time and allocate resources to ensure project teams complete deliverables.
- Support the matrix environment of required project personnel within IMSD.
- Assess and approve / disapprove the need for additional staff or consultants and make the appropriate recruitment during a project's lifecycle.
- Direct and oversee projects within the IT PMO portfolio from beginning to end.
- Develop best practices, techniques, and tools for project planning, execution, project management, ongoing milestone / deliverable tracking, communication, and key performance metrics.
- Communicate project management standards and techniques to the appropriate IMSD staff.
- Clearly communicate project roles, responsibilities, and expectations (within IMSD and with clients). Delegate tasks and responsibilities to appropriate personnel and track their progress. Escalate resource issues, as appropriate.
- Review budget proposals for the PMO and recommend subsequent budget changes on an annual basis.
- Oversee the Track and monitor all project milestones and deliverables.
- Identify and manage project dependencies and critical path.
- Accept and assess status reports, change requests, and requirements documentation to ensure smooth project progression.
- Conduct project postmortems and create recommendations report to identify successful and unsuccessful project elements.
- Coach, mentor, motivate, and supervise new project team leaders, team members, and contractors, and influence them to take positive action and accountability for their assigned work.
- Identify and resolve issues and conflicts within and among various project teams.
- Work effectively in a matrix environment.
- Develop and reinforce a culture of collaboration.
- Lead and execute continuous improvement ideation and efforts to improve the IT PMO's maturity and capabilities.

Minimum Requirements:
- Current resident of the State of Wisconsin.
- Intermediate knowledge of project management software tools (e.g., Jira, Smartsheet, Microsoft Project, etc.)
- Intermediate knowledge of Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Teams, etc.)
- Thorough understanding and knowledge of project management techniques and methods.
- Associate's Degree in Information Technology, Business Administration, or related field.
- At least five (5) years of Project management experience.
- At least three (3) years' experience with supervising or managing a project/program.
Preferred Qualifications/Certifications:
- Project Management Institute (PMI) - Project Management Professional (PMP) - Highly Desirable
- Project Management Institute (PMI) - Program Management Professional (PgMP) - Preferred
- Project Management Institute (PMI) - Agile Certified Practitioner (ACP) - Preferred
- Bachelor's Degree in Information Technology or Business Administration, or related field Preferred.
