Overview:

We are seeking a senior-level Procurement Officer who will provide procurement support to the Oak Ridge National Laboratory (ORNL), with an emphasis on information technology (IT), research & development, including software agreements or software as a service subscription agreements. The agreement types include fixed-price, cost reimbursement, and time & material. The successful candidate will be responsible for planning, negotiating, awarding and administering the full range of subcontract types, including those of high complexity and value, while also independently serving as a Contracts Division point-of-contact for directorate level customers, large projects, and management. These responsibilities also include the following: pre-procurement planning with customer, pre-proposal conferences, facilitating concurrent reviews, leadership of subcontract negotiations, participation on process improvement teams, award of evaluated, best-value procurements, and subcontract closeout.

Reviews requisitions and specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, as well as ORNL and Contracts Division policies and procedures. Develops and maintains accurate and complete files according to division and company procedures. Acts as the primary point of contact for all functions related to each award. Coordinates award activities with appropriate parties (Customers, Receiving, Requisitioners, Accounts Payable, Materials Clerks, Legal, Property, etc.).

Uses considerable discretion, market research and judgment to determine best approach to facilitate acquisition solutions based on contracting experience and knowledge. Is fully qualified to serve as Team Leader at this level. Work is managed to ensure that assignments are completed on time and with a high degree of customer service.

Competent to support multiple laboratory customers in the full range of procurement services. Manages larger-value subcontracts/agreements and provides assistance to management with complex problems. Occasionally trains, guides and mentors junior staff. Knowledgeable of procurement practices and procedures related to purchase of high-performance computing (HPC), IT acquisition, and computational sciences research subcontracts. Expert familiarity with ORNL business systems is highly desirable.

Represents the Contracts Division in providing advice and acquisition solutions to problems associated with special customer projects and functions and/or systems. Participates on Management Reviews and leads Competitive Evaluation Teams. Increasingly has involvement in Contracts Division decisions and initiatives at the organizational/operational level.

Major Duties/Responsibilities:

  • Serve as a Contracts Division point-of-contact for directorate-level customers.
  • Conduct competitive and noncompetitive acquisition process for requirements necessary to support various ORNL projects.
  • Lead routine contract price negotiations required to meet ORNL objectives.
  • Negotiate necessary modifications and administrative changes to subcontracts and purchase orders required during contract performance.
  • Administer subcontracts and purchase orders to completion and closeout.
  • Maintain conformance to program and contractual requirements by reviewing subcontractor performance, costs, prices, invoices, and schedules.
  • Exhibit competence in focus area, while also demonstrating the ability to successfully administer more complex procurement actions.
  • Demonstrate the willingness and ability to successfully administer most complex procurement actions.
  • Perform independently.
  • Exhibit willingness to build customer relationships.
  • Demonstrate the willingness to be a resource and mentor to more junior level staff.

Basic Qualifications:

  • A BS/BA degree and 8 or more years of relevant contracts/procurement administration experience.
  • The candidate must possess the ability to function in a fast-paced environment requiring a high degree of accuracy.
  • Must be customer service oriented with the ability to communicate effectively with a diverse laboratory population.
  • Excellent attention to detail and well-developed written and oral communication skills.
  • Requires proficiency in PC Microsoft Office, word processing, spreadsheets, and databases, such as Excel, Access, Adobe Acrobat and Word.
  • Must possess the ability and willingness to work effectively as a member of a team, as well as independently, as required.

Preferred Qualifications:

  • Customer service oriented with the ability to communicated effectively with a diverse laboratory population.
  • Experience with SAP/Ariba systems is highly desired.
  • Excellent written and oral communication skills, and able to work effectively with a variety of individuals at all levels or ORNL and government organizations.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Contracting professional certifications desired - Certified Professional Contract Manager, Certified Federal Contract Manager, etc.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
  • Position requires working knowledge of ORNL/DOE procurement regulations and policies and procedures.
  • Must be familiar with government procurement terminology.
  • Experience applying and demonstrating procurement knowledge in solving a wide range of complex problems. Learning to lead and manage complex projects for Laboratory customers.
  • Working knowledge of FAR, DEAR and/or DOE procurement regulations, policies, and procedures.

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Hybrid Eligibility:

This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
