Summary Oversees and organizes the Talent Acquisition/Recruitment (sourcing, attracting, recruiting, and interviewing) program for assigned areas. Manages internal and external recruitment efforts corporate-wide. Responsible for developing the recruitment strategy, identifying, and courting the appropriate talent for open positions. Acts as trusted client advisor and relationship manager combining leading-edge resources and technology to deliver best in class talent for critical business needs. Oversees the full life-cycle recruitment process to include client engagement, strategy development, sourcing, screening, offer negotiation, and job offers. Provides guidance to Recruiters and Management regarding market employment trends, compensation, skills/abilities, recruitment strategies, interviewing/assessments, and sourcing tactics. Acts as internal consultant on Human Resource policies, procedures, employment practices, and other HR-related issues. Location: This position is full-time (40-hours/week) Monday-Friday in a typical office environment. This role is onsite at 51 Clemson Rd. Columbia, SC.

Position Purpose: Lead and manage full lifecycle recruitment for assigned areas, delivering highquality talent through strategic sourcing, stakeholder partnership, and datadriven processes. Serve as a trusted advisor to hiring managers, coach recruiting staff, and ensure compliance with HR policies to meet current and future workforce needs.

What You'll Do:

  • Develops creative recruiting and sourcing strategies to identify and attract the most qualified candidates/talent in the industry. Proactively builds candidate pipelines to fill current, anticipated, critical and repeat vacancies. Knows/uses the best sourcing channels to reach different candidate segments. Executes the recruiting strategy and operations for all levels of existing positions/roles. Actively participates in the selection process and ensures that everyone is aligned and executing toward the desired outcome. Oversees the full life-cycle recruiting process to include client engagement, strategy development, sourcing, screening, offer negotiation, and job offers. Conducts full life cycle recruiting for difficult to fill positions.

  • Builds and maintains working relationships with hiring managers throughout the corporation. Partners with hiring manager to understand business unit objectives/needs related to the open position, such as skills, knowledge, experience, and competencies required in order to effectively screen and interview candidates. Trains hiring management on behavioral interviewing techniques and best selection practices. Provides guidance to management and HR professionals with hiring and employment data.

  • Develops corporate policy for talent bench-marking, talent assessment, and interviewing policies. Partners with the Legal and Corporate Compliance/Government Programs Compliance department to maintain effective recruitment programs that are in compliance with corporate, state, federal, legal, and regulatory compliance requirements.

  • Manages the preparation and maintenance of reports necessary to carry out the functions of the Talent Acquisition/Recruitment area. Prepares periodic reports for management, as necessary or requested, to track strategic goals of the department. Leads the development of department goals and objectives. Establishes departmental measurements that support the accomplishment of the department's strategic goals. Develops and administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the department and the organization. Develops/monitors/analyzes an annual budget and approves disbursements and purchase requisitions for supplies, external vendors, resource materials, etc.

  • Stays current on hiring trends, competitor information, and employment market conditions. Understands business and market conditions in order to ensure candidate pipelines stay at appropriate levels to accommodate anticipated demand in line with corporate growth and business initiatives. Maintains recruitment events and attends conferences to represent the corporation and source top talent. Participates on Talent Acquisition projects and/or broader organizational initiatives as assigned.

To Qualify For This Position, You'll Need The Following:

  • Required Education: Bachelor's

  • Degree Equivalency: 4 years job related work experience or Associate's and 2 years job related work experience

  • Required Work Experience: 6 years recruitment/talent acquisition or Human Resources management experience. 2 years team lead or supervisory experience or equivalent military experience in grade E4 or above (may be concurrent).

  • Required Skills and Abilities: Proven experience in attracting and hiring top talent to build effective, high performing teams. Demonstrated ability to build consultative, collaborative business partnerships with hiring management. Knowledge of federal and state laws pertaining to employment to include Title VII, ADA, ADEA, and wage and hour administration. Ability to analyze trends and make recommendations to management. Ability to work effectively with all levels of management and across a variety of audiences. Strong analytical and problem solving skills with a flair for innovative and effective solutions. Must be comfortable dealing with and resolving ambiguous, confidential, and sensitive situations. Must possess a process improvement mindset (or duty-led process improvements). Must be a self-starter, strong team player, and possess strong organizational and time management skills. Excellent communication (written and verbal) skills and strong attention to detail with a focus on data quality

  • Required Software and Other Tools: Microsoft Office

We Prefer That You Have The Following:

  • Preferred Education: Bachelor's Degree in Human Resources, Business Administration, or other related field.

  • Preferred Work Experience: 7 years of progressive responsibility in Human Resources, Talent Acquisition experience for a large organization, and/or 3 years of Human Resources management experience OR equivalent military experience in grade E4 or above (may be concurrent).

  • Preferred Licenses and Certificates: Professional designation in Human Resources, such as PHR or SPHR.

  • Highly Preferred: 5+ years of technical recruiting experience.

  • Proven track record managing filling senior and specialized technical roles.

*Work Environment: Typical office environment. Travel between office buildings and some out of town travel.
