JOB SUMMARY
The Manager of Product Development and Programs is a pivotal leadership position responsible for directing the strategy, execution, and continuous improvement of Customer Programs-including Energy Efficiency and Demand Response portfolios-while simultaneously spearheading product development. This role ensures programmatic excellence, regulatory compliance, and effective management of staff and vendors, all while championing a culture of innovation that drives organizational growth and stakeholder value.
LEVEL OF RESPONSIBILITY

  • Accountable for departmental performance. Adapts departmental plans and priorities to address business and operational challenges. Decisions guided by policies, procedures and business plan. Generally manages a recognized discipline and specialty with separate budget.

ESSENTIAL FUNCTIONS

  • Develop and deliver clear, concise communications and reports regarding program and product development performance.
  • Build and maintain effective relationships with key internal and external stakeholders, including customers, regulatory bodies, and industry partners.
  • Serve as the primary liaison with regulatory agencies as required.
  • Maintain up-to-date knowledge of industry regulations and trends impacting customer programs and product development initiatives.
  • Oversee regulatory filings, ensure adherence to all relevant compliance requirements, and proactively address issues as they arise.
  • Educate and engage internal and external stakeholders on new initiatives, ensuring successful adoption and integration.
  • Guide cross-functional teams through the product development lifecycle, from concept to launch.
  • Develop business cases, pricing strategies, and implementation plans for innovative offerings.
  • Lead research and ideation for new products and services that align with organizational strategy and market needs.
  • Direct vendor selection, contract management, and ongoing performance monitoring to ensure high-quality service delivery.
  • Lead and coach program staff, fostering professional development and a collaborative team environment.
  • Manage program budgets, ensure resource optimization, and deliver on program objectives and performance metrics.
  • Oversee the planning, implementation, and evaluation of Customer Programs, with a primary focus on Energy Efficiency and Demand Response portfolios.
  • All other duties as assigned.

REQUIREMENTS

  • Bachelor's degree in Business Administration, Engineering, Environmental Science, or a related field.
  • Minimum of 8 years of progressive experience in program management and product development leadership roles.

WORKING CONDITIONS

  • Most work is performed in an office environment; light work which may require exerting up to 10 pounds of force on a regular basis to move objects.
  • May be subject to extended periods sitting at a workstation to perform work.
  • May require some travel and occasional overnight trips.
  • May work non-standard hours to meet business needs.

SPECIAL SAFETY REQUIREMENTS

KNOWLEDGE, SKILLS AND ABILITIES (KSAS)

  • Demonstrated success in leading cross-functional projects.
  • Familiarity with emerging technologies and trends in the energy industry.
  • Background in product lifecycle management and go-to-market strategies.
  • Experience with utility or energy sector regulatory filings and compliance processes.
  • Excellent written and verbal communication abilities.
  • Exceptional project management, analytical, and problem-solving skills.
  • Proven ability to lead teams, manage vendors, and oversee complex budgets.
  • Strong understanding of electric rate design principles, regulatory frameworks and compliance requirements relevant to the energy sector.
  • Demonstrated expertise in understanding of the Southwest Power Pool and energy markets.
  • Demonstrated expertise in managing energy efficiency, demand response, or similar customer programs.

SALARY RANGE

$105,872 - $141,149
