Streets & Stormwater Manager
General Statement of Job
Under limited supervision, plans, schedules, and supervises the City's Street Maintenance and Stormwater Operations. Performs scheduled routine maintenance and unscheduled emergency activities to ensure streets, sidewalks, ditches/ponds, pipe repair, landscaping, and right-of-ways are well maintained and in compliance with all applicable policies, procedures, and standards. Oversees cost and scheduling of projects, performs office duties, computer work and supervises office staff, supervisors and field staff. Oversees work performed by private contractors within rights-of-ways and easements. Uses independent judgment to determine work methods and procedures and review through reports, observation, and periodic discussions. Reports to Assistant Director Public Works & Engineering.
Specific Duties and Responsibilities
Essential Functions:
Establishes divisional goals and objectives for the Streets and Stormwater Division.
Plans and oversees field operations projects for Streets and Stormwater Operations.
Oversees the progress of the Divisions; inspects projects for compliance with City policies, procedures, and standards.
Approves and reviews payroll and purchase orders.
Interacts with vendors, engineers, contractors, customers, and citizens; addresses complaints regarding operations and maintenance; troubleshoots drainage issues; responds to inquiries and special requests.
Prepares and administers divisional capital and operating budgets.
Selects, evaluates, and purchases capital items (i.e., equipment, tools, and materials needed for field operations).
Assists with hiring staff; Evaluates employee performance and conducts performance reviews with staff.
Reviews and provides comments on development and construction plans; prepares reports as necessary.
Participate in the negotiation, development, planning, design, and implementation of related City Public Works Capital Improvement Projects and capital improvements to existing infrastructure.
Performs public relations functions between the City, community, and various civic agencies and groups.
Performs the inspection of our maintenance and rehabilitation contracts citywide to ensure compliance with contract documents, approved specifications, and applicable regulations.
Provides technical information and guidance on municipal projects; resolves project-related issues.
Leads bi-weekly team meetings; attends various meetings with other agencies, municipalities, divisions, or Departments as deemed necessary.
Communicate information through presentations to large groups, city commission, neighborhood associations, or other pertinent groups.
Attends relevant trainings, workshops, and seminars as deemed necessary.
Minimum Education and Training
Bachelor's degree supplemented with six years of relevant job experience in a similar position, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Relevant training in National Incident Management System (NIMS), Hurricane Preparedness and Response, Recovery and Mitigation, and Debris Management is preferred. Must possess and maintain a valid state of Florida driver's license. Must obtain relevant training in NIMS, FDOT Construction (CTQP Level I), Advanced MOT, and FL Stormwater Inspection (NPDES) within 24 months of hire. Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Has thorough knowledge of the methods, procedures, and policies of the Public Works & Engineering Department as they pertain to the performance of duties of the Streets & Stormwater Manager. Has thorough knowledge of the organization of the Department and of related departments and agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of maintenance, streets, sidewalks, landscaping, and right-of-ways. Has thorough knowledge of related equipment, tools and materials. Has thorough knowledge of all applicable safety practices and regulations and is able to ensure compliance with such in all department projects. Ability to coordinate design and construction projects with other governmental agencies and private parties for assigned projects. Knowledge of federal, state, county, and local laws, ordinances, standards, and regulations pertinent to design, construction, and sustaining regulatory compliance of infrastructure improvements.
Has the ability to plan and coordinate the most effective use of personnel and resources to achieve department goals. Is able to ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in listening, developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Is able to perform employee evaluations and make recommendations based on results. Has the ability to train and motivate subordinates in the use of equipment through written and/or instructions and physical demonstrations. Has the ability to offer assistance to subordinates, co-workers and employees of other departments as required.
Is able to take the initiative to complete the duties of the position without direct supervision. Has the ability to correctly plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Is able to prepare and maintain accurate records and reports. Has knowledge of the terminology and various professional languages used within the department. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has thorough knowledge of basic mathematics. Is able to compile, organize and utilize various financial information necessary in the preparation of division budget, and knows how to prepare and monitor the budget. Has knowledge of and skill in the use of computers for records management. Has knowledge of applicable occupational hazards and safety precautions. Knows how to react calmly and quickly in emergency situations. Thorough knowledge of the principles and practices of geotechnical engineering, including soil testing procedures, interpreting density reports, subgrade testing, and testing for wearing surface thickness per applicable FDOT, AASHTO, or ASTM standards.
Knowledge of the basic principles of ArcMap or similar Geographic Information System (GIS) software.
Knowledge of the principles and practices of civil engineering, especially in the field of construction, street construction, and related maintenance.
Physical Requirements:
Must be physically able to operate a variety of office machines, tools and equipment. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Tasks may involve extended periods of time at a keyboard or workstation. Tasks require balancing, climbing, crawling, crouching, feeling, fingering, handling, kneeling, reaching and walking.
