Rutgers, The State University of New Jersey is seeking a Consulting Application Developer for the Office of Information Technology. This position reports to the Director Enterprise Business Systems within the Office of Information Technology (
OIT).
Among the key duties of this position are the following:
- Handles the end-to-end technical solution design and implementation of all new Enterprise Performance Management (EPM) initiatives at Rutgers University.
- Oversees the full project lifecycle, including project planning, technical development, test plan creation, test execution, client training, and ongoing support.
- Helps develop and support the overall roadmap for deploying EPM solutions throughout the University.
- Ensures that new projects adhere to Rutgers' technical standards and are deployed consistently across the University systems.
- Maintains current knowledge on products and technology directly related to their area of focus, specifically, Oracle EPM solutions.
- Ensures that the analysts within functional areas are adequately prepared to support new initiatives as they move from development to production, providing production support when necessary.

Qualifications
| Minimum Education and Experience |
- Bachelor's degree in a relevant field and seven (7) years of relevant technical experience with at least 3 years implementing and supporting one or more Oracle EPM Cloud services (ARCS, FCCS, EPBCS, PCMCS, EDMCS or Narrative Reporting).
- Equivalent education, experience, and/or training may be substituted for the degree requirements.

- Experience with EPM Automate, batch scripting, and EPM Cloud integrations. Hands-on knowledge and implementation experience with EPBCS modules.
- Experience with metadata management tools such as EDMCS or DRM.
- Proficiency in designing EPBCS web forms, business rules, and financial reports.
- Experience with Groovy scripting. In-depth understanding of data modeling for multidimensional/OLAP databases, including hierarchy design and dimensionality.
- Experience managing monthly cloud updates, patch cycles, and regression testing.

- Experience developing and deploying Essbase partitioning, and performing Essbase MaxL tuning and outline optimization.
- Strong understanding of Hyperion EPM architecture, including multi-tier application design, platforms, functions, and features.
- Experience building interfaces to Oracle Financials, PeopleSoft HR, and custom data warehouses. Experience with Tableau for reporting and visualization.
- Positive, collaborative mindset with the ability to work effectively both independently and as part of a team.
- Experience designing endtoend EPM architectures across Planning, Close, and Reporting. Experience developing EPM roadmaps and modernization strategies. Experience with Oracle Integration Cloud (OIC) or similar middleware.
- Experience with performance tuning of EPM Cloud (beyond Essbase).Experience with predictive planning or AIenabled forecasting. Python, SQL, or R for data manipulation.
- Exposure to Snowflake, Azure Data Lake, or other modern data platforms.
EPM Cloud security and RBAC model design. API integration experience (REST/SOAP) for EPM automation.- Proficiency in SQL for querying, data validation, and supporting EPM integrations (e.g., writing joins, stored procedures, and optimizing queries).
- Experience with Microsoft Access, including building queries, forms, and data models to support Finance workflows or adhoc data needs.
- Experience with data governance frameworks and data quality processes.
- Full lifecycle implementation experience (design build test deploy).
- Ability to produce architecture diagrams and detailed technical design documentation.
- Ability to translate Finance processes into scalable EPM solutions.
- Oracle EPM Cloud Implementation certifications.
- Project management certifications (PMP, Agile, Scrum Master) Masters degree.
- Previous experience with Hyperion suite of applications including Hyperion Planning, Hyperion Essbase, Hyperion Public Sector Planning & Budgeting, Hyperion Financial Management, Hyperion Strategic Finance, Hyperion Financial Reporting, and Hyperion Data Relationship Management.
- Previous experience working in higher education.
- Strong problemsolving, troubleshooting, analytical, and deductive reasoning abilities.
- Ability to work independently, manage multiple assignments, meet deadlines, and address complex business requirements.
- Comfortable interacting with all levels of staff and management.
- Strong oral, written, and presentation skills, including the ability to present complex technical concepts clearly to diverse audiences.
- Proficiency with MS Visio and MS PowerPoint.
