Description

The Digital Modernization Sector, Army & Mission Partners Division at Leidos currently has an opening for a Program Manager leading the Radio Frequency In-Transit Visibility (RF-ITV) program. This is an on-site position located in Alexandria, VA with the opportunity to work remotely approximately 95% of the time, except when needed to be on-site to support customer visits and program mtgs occurring quarterly, or as required. This is an exciting opportunity to lead the current Leidos Team with the important mission helping the Department of War (DoW) track its most critical logistics assets during peacetime and wartime leveraging the globally deployed, US Army sponsored RF-ITV system.

The RF-ITV system provides last known location and in-box visibility for military shipments (i.e., cargo, supplies, and troop movements) that have active Radio Frequency, Satellite, or Cellular tags attached to pallets, containers, or equipment. The program scope consists of 24x7x365 O&M of the NIPRNet system enclave to include CONUS and OCONUS field support around the world. In support of this mission, Leidos is currently providing field support in 42 countries across 229 locations. As RF-ITV Program Manager, you will be providing oversight and leadership of all Leidos contract staff as well as leadership and management in coordination with the Prime contractor.

Primary Responsibilities:

  • Manage cost, schedule, and performance of the RF-ITV contract scope and daily tasking to include achieving the Leidos Annual Operating Plan (AOP) program objectives.

  • Provide oversight and leadership of 25 Leidos personnel, with direct responsibility for 7 employees, including 1 second-line manager.

  • Work with direct reports on performance/career development plans and ensuring employee goals align with the client's mission and the organization's vision.

  • Service as the customer-facing RF-ITV Deputy Program Manager in coordination with the Prime Contractor's Program Manager.

  • Serve as the RF-ITV contact focal point for the Prime Contractor and Leidos senior leadership.

  • Directly contribute to program efforts in cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.

  • Ensure proper performance of tasks and submission of deliverables necessary to ensure quality, timeliness, and the most efficient and effective execution of the contract.

  • Develop and maintain program management documentation, including the Program Management Plan, Configuration Management Plan, Standard Operating Procedures, Customer In-Process Review Briefings, Leidos Program Review Briefings, and Organization Charts, etc.

  • Support Customer Engagement strategy sessions and help with the creation of briefings and other strategy session documentation.

  • Attend engineering design sessions and provide programmatic input considering program priorities and the technical engineering roadmap initiatives.

  • Continually appraise the status of assigned projects/problems and coordinate with staff members and leadership organizations to find efficient and innovative ways to overcome potential issues that ensure successful product/program deliveries.

Basic Qualifications:

  • Master's Degree and PMP Certification with 6+ years prior relevant experience. A Bachelor's Degree and 8+ years prior relevant experience will be considered as an education/certification substitution.

  • Must possess a minimum of an active DoW Secret clearance, and ability to obtain a DoW Common Access Card (CAC).

  • Experience managing Time and Materials (T&M) contracts with complex Contract Line Item (CLIN) structures, including the management of program budgets and providing accurate financial reports and projections.

  • Management of geographically dispersed teams with the ability to work inclusively with people from many different disciplines with varying degrees of technical experience.

  • Experience managing and coordinating facility space and usage requirements, to include contract pricing actions between the Prime Contractor and the Leidos Corporate Real Estate personnel.

  • Experience with proposals, including responses to customer needs statements, Requests for Information (RFIs), Requests for Proposals (RFPs), Basis of Estimate (BOE) reviews, authoring proposal materials, supporting Color Reviews, and coordination with Capture Teams to ensure product delivery schedules are met.

  • Ability to multi-task, work, and establish positive customer relationships in a dynamic, fast-paced environment.

  • Demonstrated ability to participate in cross-functional planning, coordination, and task execution.

  • Experience managing and leading direct report employees.

  • Excellent verbal and written communication skills.

Preferred Qualifications:

  • PMP or equivalent certification.

  • ITIL v.3 certification.

  • Agile Scrum Master and/or Scaled Agile Framework (SAFe) certifications, and experience working with Agile engineering software development teams.

  • Knowledge of the Geographic Combatant Command (GCC) regions, and experience working with a globally dispersed workforce.

  • Experience with large scale global logistics missions.

  • Familiarity with Systems Engineering principles, practices, and techniques.

Experience with integration, deployment, and operationalization of applications and services.
