Job Description

The Management Analyst IV provides advanced analytical and evaluative support to assess the effectiveness, efficiency, and productivity of government programs and operations. This role involves conducting organizational studies, designing systems and procedures, performing work simplification and measurement studies, and developing operations and procedures manuals to support more effective management. The Management Analyst IV functions as a technical expert across multiple, high-impact assignments and exercises a high degree of independent judgment with minimal supervision. This position may also provide oversight or supervision to junior staff.

Key Responsibilities Organizational Analysis & Program Evaluation

    Conduct comprehensive organizational studies and evaluations to assess program effectiveness, operational efficiency, and management performance.

  • Investigate and gather quantitative and qualitative data related to agency programs, processes, and activities.

  • Evaluate performance results and recommend significant short- and long-term changes to support organizational growth, efficiency, and mission success.

  • Assess the execution of programs and develop actionable recommendations for improvement.

Advanced Analytical & Technical Support
  • Apply analytical and evaluative methods to assess federal agency operations and management practices.

  • Extract, interpret, and analyze complex datasets to generate data-driven insights that inform decision-making and resource prioritization.

  • Develop, implement, and maintain database systems (e.g., Excel, Access, or similar tools) to support analysis and reporting.

  • Research, analyze, and interpret complex rules, regulations, and policies, particularly those related to healthcare operations.

Strategic Advisory & Process Improvement
  • Propose and implement strategies to improve organizational efficiency, effectiveness, and competitiveness.

  • Advise management on cost reduction initiatives, revenue enhancement strategies, and operational improvements.

  • Design and recommend systems, procedures, and workflow improvements to streamline operations.

  • Listen attentively to organizational challenges and develop practical, data-supported solutions.

Reporting & Communication
  • Prepare comprehensive reports, briefings, and presentations for government leadership and stakeholders.

  • Clearly communicate findings, conclusions, and proposals both verbally and in writing.

  • Prepare, present, and defend analytical findings in formal presentations or information papers at the request of the government.

Leadership & Expertise
  • Serve as a subject matter expert across multiple assignments and functional areas.

  • Perform complex tasks independently with little to no supervision, exceeding the expectations of a Level III analyst.

  • Provide guidance, mentorship, or supervision to other analysts as required.



Qualifications

Minimum Qualifications
  • Master's degree in Business Administration, Public Administration, Management, Healthcare Administration, or a related field, or equivalent combination of education and experience.

  • Demonstrated experience performing advanced management analysis, organizational assessments, and program evaluations.
