POSITION REQUIREMENTS



A Bachelor's Degree in Business, Contracting, Finance or related field is preferred. If a candidate does not have a degree, he or she should have equivalent training and experience. The position requires a combination of contract management knowledge and administration ability, customer focus, and strong people skills. If assigned to government contract, experience managing government aircraft maintenance contracts is desirable. Professional certification through NCMA (CFCM, CPCM) or equivalent is preferred or the ability to obtain such certification with in the first three years of employment. A Secret government clearance may be required, and/or favorable personal background check and/or a National Agency Check (NAC) may also be required.



POSITION SUMMARY



Responsible for planning and administering a sound, effective, and fully compliant contract and financial management program in support of all assigned aircraft maintenance contract. Acts as the Company's focal point for day-to-day contract management of the contract and coordinates all contract-related activities including purchasing, logistics, maintenance, and finance actions. Responsible for knowing all contractual requirements, monitoring contract funds status, coordinating the preparation of contract reports, Contract Data Requirement List (CDRL) items, billing documents, and advising the Program Manager on contractual rights, obligations, and opportunities for enhanced performance. Demonstrates continuous effort to improve operations, decrease cycle time, and streamline work processes. Works cooperatively and jointly to provide quality, seamless customer service to both internal and external customers.



ESSENTIAL DUTIES AND RESPONSIBILITIES




  1. Contracts:



  • Process and maintain incoming/outgoing contract and subcontract documents, CDRL's, reports, billing requests, and correspondence.
  • Review contract documents for contract terms and conditions, and provide guidance and direction to the Program Manager and functional leads regarding requirements, terms, changes, and potential conflicts.
  • Insure procedures to process Over & Above Work Requests are established, understood, and followed.




  1. Subcontracts:



  • Monitor and track subcontract compliance, reports, and invoices.
  • Receive and maintain subcontract files to support compliant administration.
  • Review performance of subcontractors on an annual basis and document past performance.




  1. Records:



  • Maintain up-to-date files and archives of contracts and subcontracts and related documents.
  • Update files accurately and timely to facilitate reliance and use by others.




  1. Billings:



  • Insure preparation of timely, accurate, and complete billings based on contract terms.
  • Review contracts and subcontracts to insure use of proper billing rates. Initiate timely action to update billing rates as appropriate and insure submittal of prior year overhead rate packages.
  • Review all contract billings prior to submittal to the customer.
  • Follow-up as appropriate on submitted billing documents to insure receipt by the customer and timely payment.




  1. Audits:



  • Act as focal point for all external and internal audits of the contract and related subcontracts.
  • Coordinate responses, dialog, and action plans related to audits and/or inquiries related to the contract.




  1. Perform additional duties as assigned.

Qualifications

  • Highly motivated, self starter with a proven ability to work in a team environment.
  • Strong oral and verbal communication skills to effectively and efficiently obtain and relay information to others in person, by phone, by e-mail and most importantly in writing. Must have ability to write clear, concise reports, business correspondence and procedures. Must also be able to prepare and present effective briefings and respond to questions from critical audience members.
  • Flexibility to change gears and re-prioritize tasks under pressure.
  • Read, identify, and comprehend specific contract language in order to provide compliant interpretations of contract requirements. Knowledge of FAR, DFARS, FAA regulations necessary and a plus.
  • Ability to build and maintain a positive rapport with internal and external customers.
  • Must be highly detail oriented.
  • Effectively schedule, communicate, and meet agreed upon deadlines.
  • Use discretion when dealing with company-sensitive and/or confidential information.
  • Professionally communicate with internal and external customers at all levels.



LANGUAGE SKILLS



Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



MATHEMATICAL SKILLS



Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.



REASONING ABILITY



Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.



COMPUTER SKILLS



Microsoft Office, Management Information software, Excel spreadsheets, internet software, and e-mail/Microsoft Outlook.



CERTIFICATES, LICENSES, REGISTRATIONS:

Current driver's license required.
