Overview

In this role as Chief Docking Engineer, the duties include but are not limited to the following:

    Responsible for the safe operation and maintenance of the US Navy floating dry-dock SHIPPINGPORT (ARDM 4) under a Government Owned - Contractor Operated (GOCO) contract.
  • Responsible for the direct supervision of 37 personnel in the day-to-day operation and maintenance of the floating dry-dock including but not limited to safety, procedural compliance and training essential to maintaining facility certification which also includes the dry-dock's two (2) 25 Ton Portal Gantry Cranes.
  • Oversee the docking and undocking evolutions, to include liaising with various levels of management within the organization to obtain the requisite support for each evolution and the docked ship's lay-day period.
  • Develop a working knowledge of the GOCO contract and manage the contracted budget and additionally manage the separate contract and budget for each docking period.
  • Pursue qualification/re-qualification as a Facility Operations Supervisor (FOS / Dockmaster) per MIL-STD-1625.
  • Must gain sufficient level of knowledge of all dry-dock systems to support training and qualification program as well as changes and approval of operating procedures.
  • Must have knowledge and experience with MIL-STD-1625 and Naval Ship's Technical Manual Chapter 997.
  • Capable of liaising with all levels of management and US Navy personnel, e.g. Naval Submarine Support Facility, Naval Submarine Base New London, Ship's Commanding Officers, Supervisor of Shipbuilding & Overhaul Groton(SSGR), Commander Submarine Forces Atlantic Fleet, Naval Sea Systems Command(NAVSEA), Naval Shipyard Staff, Board of Inspection & Survey and Naval Reactors.
  • Knowledgeable of the Navy's Maintenance & Material Management (3M) Program, Navy Supply System and the Joint Fleet
  • Maintenance Manual in order to support the planning and execution of periodic maintenance periods, a five (5) year pier service craft overhaul (SCO) and 10 year docking service craft overhaul (DSCO); to include all MIL-STD-1625 requirements.
  • Develop a working knowledge of the cranes, crane maintenance and certification programing accordance with the NAVSEA Lifting Standard and the Electric Boat Lifting & Handling Program.
  • Submit required periodic (situational, monthly and annual) reports; submit changes to and/or updates to dry-dock operating procedures to NAVSEA via SSGR for review and approval.
  • Ensure all dry-dock operations are in compliance with both SUBASE, CT State and Federal environmental regulations.


Qualifications

Required:

  • High School Diploma or GED
  • 4+ years of drydock experience
  • Previous drydock experience in a supervisory or managerial position

Preferred:

  • Completion of NAVSEA Drydock Training Course and Exam
  • Qualified as a Docking Officer / FOS - Navy/Military Experience
  • Has an Active Secret clearance OR has held one within the last 10 years


Skills

  • Strong communication skills.
  • Strong PC/Administrative proficency (MS Office Suite).
  • Must qualify as a Limited Radiation Worker.
  • Must obtain an initial Interim Secret Clearance and eventual full Secret Clearance as a condition of employment.
