Program Director

Role Summary

The Program Director serves as the single point of accountability for successful execution of a large CMS program. This role provides strategic leadership, operational oversight, and customer engagement to ensure delivery of high-quality, compliant, and scalable training solutions for CMS surveyors nationwide. The Program Director integrates instructional design, technology, data, security, and operations into a unified program that meets CMS performance, compliance, and workforce-development objectives.

This position is contingent upon contract award.

Key Responsibilities

Program Leadership and Accountability
  • Serve as the primary interface to CMS leadership and the COR for all contract performance.
  • Own end-to-end delivery across training strategy, curriculum, LMS/platforms, analytics, and operations.
  • Ensure performance against cost, schedule, quality, and compliance requirements.
  • Lead integrated prime/subcontractor teams as a single program organization.
Strategic Execution
  • Translate CMS goals into executable roadmaps, milestones, and performance metrics.
  • Balance steady-state training operations with continuous modernization and policy-driven change.
  • Guide adoption of new training modalities, technologies, and analytics to improve outcomes.
Governance and Compliance
  • Establish and lead program governance aligned to CMS, HHS, and Federal requirements.
  • Ensure compliance with EPLC, security, privacy, accessibility (Section 508/WCAG), and records requirements.
  • Oversee risk, issue, and change management with clear escalation paths.
Training and Instructional Oversight
  • Ensure instructional design follows best practices (ADDIE/Agile ISD) and regulatory alignment.
  • Oversee curriculum updates tied to CMS policy and regulatory changes.
  • Ensure consistency and quality across national training delivery.
Technology and Data Oversight
  • Oversee LMS and training platform operations, modernization, and integration.
  • Ensure secure, scalable cloud operations and identity/access management.
  • Guide use of learning analytics to measure effectiveness and drive improvement.
Financial and Resource Management
  • Manage program budgets, level of effort, invoicing, and financial reporting.
  • Align staffing and surge resources to onboarding, retraining, and emergent needs.
  • Ensure subcontractor performance and accurate, timely invoicing.
Stakeholder Engagement
  • Maintain close coordination with CMS program offices, policy teams, and regional stakeholders.
  • Lead executive briefings, quarterly reviews, and performance reporting.
  • Ensure training solutions reflect operational realities of surveyors and instructors.

Required Qualifications

  • 12+ years of experience managing large federal programs, including workforce development or IT-enabled services.
  • Demonstrated success leading multi-vendor teams in regulated federal environments.
  • Experience with:
  • Federal training or certification programs
  • LMS and digital learning platforms
  • Cloud and data-driven service delivery
  • Security and compliance (FISMA/RMF, 508)
  • Strong understanding of program management frameworks (PMBOK, Agile/SAFe, ITIL).
  • Proven ability to manage budgets, LOE tracking, and audit-ready financial controls.
  • Excellent executive communication and customer-engagement skills.

Preferred Experience

  • Experience supporting CMS, HHS, or healthcare regulatory programs.
  • Background in instructional systems design (ISD) or large-scale training operations.
  • Experience modernizing legacy training systems and processes.
  • Knowledge of learning analytics and performance measurement.

  • CMS surveyors receive timely, consistent, and compliant training nationwide.
  • Training programs adapt quickly to regulatory change without disruption.
  • Platforms and operations remain secure, accessible, and reliable.
  • Performance, cost, and schedule targets are consistently met.
  • CMS views the program as low-risk, high-value, and mission-aligned.
