Location: Rockville, MD Work Type: Hybrid Work (Minimum 2 days onsite - may extend based on client meetings, delivery needs, and proposal support) Job Title: Lead FITARA Analyst Clearance: Public Trust Job Summary: LCG is seeking a Lead FITARA Analyst provides planning, coordination, and execution support to help the Client meet ongoing FITARA implementation, enhancement, and reporting requirements. This role partners with Client leadership and stakeholders to align IT resources with mission priorities, strengthen governance practices, and deliver accurate, timely FITARA artifacts (factsheets, cost data, status reports, improvement plans, and leadership briefings) using Client reporting platforms and collaboration sites. Key Responsibilities Lead FITARA governance planning and implementation across the agency
- Support establishment of management practices that align IT resources with agency missions, goals, and statutory requirements, and enable inclusive governance processes for planning, budgeting, and execution.
- Support the CIO's role in IT integration, delivery, and operations oversight; help strengthen CIO accountability for IT cost, schedule, performance, and security.
- Participate in agency planning/strategizing/coordination to implement FITARA in IT resource planning, budgeting, acquisition, and execution.
Coordinate FITARA reporting with CORs/contractors and maintain reporting readiness
- Serve as a primary coordinator with Client CORs and contractors on FITARA reporting requirements; maintain a current distribution list and manage the FITARA resource mailbox.
- Collect and organize FITARA reports (including IT Contract Factsheets and IT Cost Reports) and analyze outputs with FITARA stakeholders to identify improvements.
Execute quarterly/annual factsheet and IT cost data collection (FITTS)
- Conduct quarterly data collection for Factsheets and IT Cost Data, and respond to ad-hoc HHS OCIO data calls.
- Ensure IT Factsheet data are submitted into FITTS annually by January 31st; monitor completeness, reconcile discrepancies, and coordinate corrections with data owners prior to submission.
- Implement and support Client in-house FITARA applications such as FITTS.
Produce FITARA performance analysis, improvement plans, and implementation status reporting
- Develop and deliver quarterly FITARA analytics (trend analysis + gap analysis) to support improvements to IT investments and FITARA scorecards; produce the Quarterly FITARA Data Analysis Report.
- Create and maintain the Quarterly FITARA Improvement Plan and a Monthly
- Develop a FITARA Improvement Assessment Plan by evaluating current FITARA program processes and establishing a continuous improvement approach.
Run FITARA communications, training, and stakeholder support
- Organize FITARA webinars and provide office hours to assist CORs and contractors with reporting and compliance expectations.
- Prepare and present FITARA reporting requirements to Client stakeholders monthly; develop FITARA communication materials as requested by leadership.
Manage meetings, briefs, and leadership deliverables
- Represent HHS as a FITARA focal point for HHS FITARA meetings and provide follow-up updates on semi-annual scores and notes within required turnaround.
- Coordinate FITARA Weekly Meetings: prepare agenda (1 day prior), capture minutes/action items, and upload materials to FITARA SharePoint sites (within 1 day after).
- Prepare FITARA presentation materials and after-action reporting for the HHS Technology Council (STC) bi-annual meetings (July & December) and track action items to closure.
- Prepare and provide the FITARA STC Annual Report by September 30 each calendar year.
Maintain FITARA documentation, SOPs, and SharePoint content governance
- Manage FITARA content on SAMHSA SharePoint sites, ensuring artifacts are current, accessible, and audit-ready.
- Develop and update FITARA Standard Operating Procedures (SOPs) to reflect new requirements and update FITARA language in coordination with the IT Clearance Officer.
Support audits, CPIC/EA coordination, and cross-program data needs
- Coordinate FITARA data for Enterprise Architecture (EA) and Capital Planning and Investment Control (CPIC) when requested; provide FITARA data to support CIO work planning.
- Prepare and respond to audits tied to FITARA governance and reporting artifacts.
Requirements Education: Bachelor's degree (business, public administration, information systems, or related field preferred) Certification: FITARA-specific certification preferred. Experience:
- 3+ years of project management experience.
- 1+ year of FITARA implementation experience in a federal environment.
- Experience leading quarterly data collection and producing executive-level analytics (trend/gap analysis) and improvement plans.
- Experience running governance cadences (weekly meetings, action tracking, SharePoint posting timelines) and delivering annual leadership reports.
- Strong knowledge of FITARA reporting concepts and federal IT governance workflows; ability to translate requirements into repeatable collection/reporting processes.
- High attention to detail for data validation (factsheets/cost data), variance reconciliation, and deadline-driven submission cycles (FITTS annual submission by Jan 31).
- Strong stakeholder coordination skills across CORs, contractors, and leadership; ability to run meetings and produce briefs, after-action reports, and action item tracking.

Compensation and Benefits The projected compensation range for this position is $60,000 to $130,000 per year, benchmarked in the Washington, D.C. metropolitan area.
