PPM1900P3 - Proj and Prog Management P3

The NISC IV program at Leidos is looking for a Program/FOIA Analyst to support the Federal Aviation Administration's (FAA) Office of Civil Rights (ACR).

Office location: Washington DC

You will provide executive-level support for senior management staff in overall program analysis involving support for transition, integration, and implementation of selected National Airspace System (NAS) modernization and support programs which include Lines of Business and Staff Offices across the FAA.

Specifically, this work directly supports the FAA's safety mission and statutory requirements across multiple functional areas including safety oversight, security, and FAA Reauthorization implementation activities. The position will be located at FAA Headquarters in Washington, DC. Position requires in-person support.

Our team supports a wide range of FAA organizations in achieving their business objectives under the NISC IV contract. The selected candidate will provide high-level administrative support not only using established rules, policies, and procedures to carry out all administrative and/or non-technical functions but use analytical skills to properly assess and execute various executive level tasks.

Primary Responsibilities:

This role of the Program/Freedom of Information Act (FOIA) Analyst is to provide support for the senior management staff of the FAA Office of Policy, International Affairs, and Environment encompasses program analysis, focused on overall programs as well as FOIA support, applying established rules, policies, and procedures in executing all program and FOIA related analysis and/or non-technical functions including support in the following tasks:

  • Reviewing program and task order documentation.
  • Monitoring the progress of work that is ongoing in ACR.
  • Developing presentations addressing the data collected along with lessons learned, implementation or corrective measures encountered, and any trend analysis if applicable.
  • Maintaining and analyzing program data and collecting other data with highest level of accuracy for reporting to management.
  • Compiling and maintaining all required contractual records and documents. Acting as the repository for contractual documents.
  • Maintaining expense budgets for ACR and other organizations periodically performing account reconciliations.

Freedom of Information Act (FOIA) support:

  • Serve as a liaison with other FOIA Coordinators regarding requests for records that may involve more than one FAA component.
  • Provide support services relating to FOIA processing to include the answering and routing of incoming calls; photocopying; preparing memoranda and letters; and scanning documents for electronic use.
  • Initiate or conduct the search for respective records, review records, and recommend appropriate FOIA exemptions:
  • Contact the appropriate FAA component to collect responsive records, coordinating with other FAA components as necessary.
  • Coordinate with FAA Legal Counsel to determine proper application of the FOIA to the draft response letter and responsive records.
  • Make appropriate corrections to the draft response letter and/or records as required by the FAA.
  • Ensure the final response letter with FAA is ready for signature by the appropriate FAA signatory party.
  • Ensure final records for production have appropriate redactions applied and have been sanitized (i.e., live hyperlinks, review comments, and notes removed).
  • Upload appropriate documentation in the FAA FOIA management system and close out request accordingly.

Basic Qualifications:

  • Bachelor's degree and 4+ years of prior relevant experience or Masters with 2+ years of prior relevant experience. Additional experience may be considered in lieu of degree.
  • Excellent communication skills (oral and written) to various levels of management, with the capacity to multi-task, strong organizational skills, budget adherence experience, and ability to organize meetings consisting of agency and external stakeholders with a broad range of specialties and interests including members from professional aviation organizations, are required.
  • High proficiency in utilizing Microsoft Office applications to include Word, Excel, Office, Teams, and PowerPoint.
  • Experience with editing and proofreading official documents.
  • Experience with providing Freedom of Information Act (FOIA) support.
  • Must be able to obtain and maintain Public Trust Security clearance.

Preferred Qualifications:

  • Prior experience working in federal government contracting.
  • Working knowledge of FAA systems.
