Rutgers, The State University of New Jersey is seeking a Senior Financial Analyst I within the Graduate Medical Education (
GME) of the Rutgers Health, Office of Clinical and Health Affairs.
The Senior Financial Analyst I reports to the Executive Finance Director and supports the oversight of budget and finance issues related to the over 140+
GME programs under the Rutgers Health Sponsoring Institution umbrella and management of Office of Clinical and Health Affairs strategic financial commitments. This position also works closely with the Vice Chancellor for
GME, the
GME Institutional Administrator, and Manager of Data Administration to further the goals of the
GME mission.
This position serves as a key institutional resource to address issues and concerns regarding
GME finance topics from Rutgers Health Sponsoring Institution, RWJBarnabas Health system and affiliated training sites and
GME leadership. The Senior Financial Analyst I plays a key role in developing business plans and proposals to support the
GME strategy as directed by the Vice Chancellor for
GME. This planning effort includes but is not limited to existing
GME program expansion/contraction, new
GME program start up, short- and long-term
GME program portfolio projections, and collective bargaining negotiating efforts related to the Committee of Interns & Residents (
CIR). The Senior Financial Analyst I also supports institutional reporting, decision making, and the implementation and management of Office of Clinical and Health Affairs strategic financial commitments across Rutgers Health. This position handles sensitive and confidential data daily and requires a high level of professionalism and discretion.
Essential Duties and Responsibilities include the following:
- Responsible for the preparation and distribution of documents, including cost-related analyses, requested by the Office of University Labor Relations, and the Office of General Counsel in support of the university's labor negotiations efforts and in support of labor relations functions related to the administration of collective negotiations agreements. Support the Vice Chancellor of GME's and/or Executive Finance Director's efforts in support of the University's collective bargaining negotiations with the Committee of Interns and Residents (CIR) union.
- Prepares budget based on organization's performance, estimated revenue, expense reports and past budget numbers. Create budgets and forecasts and develops an understanding of units' actual to budget variances. Assists with decision support, ad hoc analysis, answering questions and providing support on financial systems. Works with Executive Director of Finance to convey budget and financial information to the analysts and managers.
- Supports institutional GME financial reporting efforts and the maintenance of GME budget data within various databases.
- Prepares business proposals and financial analyses for the joint (RU & RWJBH) Health Education Executive Council and other committees, as requested by the Vice Chancellor for GME and under the direction of the Executive Finance Director. Prepares supporting materials for the monthly meeting of the Joint (RU & RWJBH) GME Finance Advisory Committee.
- Coordinates data collection and craft responses to annual AAMC, ACGME, and AHA financial surveys.
- Partners with the Manager, Data Administration to provide oversight of the administration, maintenance, and optimization of the residency personnel data and evaluation platform New Innovations.
- Assists with implementation and management of funds flow related to Office of Clinical & Health Affairs financial commitments to various Rutgers Health units and initiatives.
- Develops and implements work plans with accountable components and measurable outcomes including dividing projects into concrete tasks and creating timelines, eliminating barriers and roadblocks that impede progress and staying on course and meeting deadlines.
- Exercises confidentiality and discretion in handling sensitive matters, projects, and personnel decisions, including matters related to labor and collective negotiations.

Qualifications
| Minimum Education and Experience |
- Bachelor's Degree in Accounting, Finance, Business Administration or a related field plus four (4) years of progressively more responsible financial/budget analysis experience preferably within the higher education or hospital setting.
- Equivalent experience, education and/or training may be substituted for the education requirements.
