Job Description

Responsibilities:

The primary focus ofgrantsmanagementisGrants and Cooperative Agreements with direct recipients.

Pre-Award support:

  • Assistwith drafting Notice of Funding Opportunities (NOFOs) and posting NOFOs in grants.govin accordance withagency procedures.
  • Asrequested,processesgrant/agreement applications used todeterminetheselectionof grant/agreement awards. Review grant/agreement applications for compliance, clarity, and completeness.
  • Conduct budget analysis and evaluation.
  • Conduct risk assessmentsin accordance with2 CFR 200.206 and agency procedures.
  • Conduct grant award analysis for compliance with Federal laws, such as but not limited to 2 CFR Part 200 and Departmental policy.
  • Prepare all award documentation for government review, such as but not limited to grant awards,riskand budget memorandums. This also includes creation of records in systems such as PRISM,GrantSolutions, the Fiscal Management Information System, or any other system the government may introduce in the future. Ensure that all actions assigned are accurately and completelyentered intoapplicable systems. Systems may include ESC PRISM, Grants Solutions, and USA Spending.

  • Complete andmaintaincompliant electronic award filesas prescribed bythe government.
  • Participate/engage in meetings asrequired.
  • Communicate with recipients and other agency personnel, as needed, ina timelyanda professionalmanner to process required documentation.
  • Provide guidance to agency personnel and assigned grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient pre-award processing.

Post-Award support:

  • Provide analysis and recommendations on matters related to grant management to ensure efficient administration.
  • Examine grantee progress and reports, follow-up with recommended refinements, and provideobservationsas necessary.
  • Analyze recipients' reimbursement request for compliance with award terms and conditions and providerecommendationfor approval or disapproval.
  • Draft amendments and complete supporting documentation for the Agreement Officer's review.
  • Initiate and process the closeout of grants and cooperative agreementsin accordance withapplicable agency procedures,guidanceand regulations.
  • Participate/engage in meetings asrequired.
  • Provide monitoring of recipient performance.
  • Provide guidance to agency personnel and assigned grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient administration.

Compliance, Policy & Proceduralsupport:

  • Asrequested, analyze grantsmanagementcurrent or new/updated policies, procedures, regulations, rules, and methods governing the administration of Federal grants, cooperative agreements, and awards.
  • Provide technicalassistancewith analysis of grants-associated documents to include but not limited to application materials for compliance with NOFOs, laws, regulations, policies, and proceduresimpactingthe Cooperative Agreements and Non-State Grant Awards Division.
  • Assistwith creating materials in support of the Cooperative Agreements and Non-State Grant Awards Division to include but not limited to, Standard Operating Procedures (SOPs), templates, presentations, reports, briefings, trainingmaterialand procedural guidance.
  • Asrequested, complete or update grants-related databases, workload trackers,spreadsheetsor any other data gathering system/format provided. Information must beaccurateand providedin a timely manner.
Qualifications
  • Bachelor's degree.
  • Minimumof six years of direct Federalgrantsexperience.
  • Thorough knowledge of the Federal Assistance practices and policies.
  • Expert understanding of the full grant lifecycle.
  • Expert knowledge of the application of 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Direct experience supporting Federal agencies and Federal competitive grant programs is preferred.
  • Knowledge and familiarity using systems such as PRISM andGrantSolutionsis preferred.
  • Knowledge of and familiarity with Federal construction grant programs and infrastructure projects is desirable.
  • Proficient with using available Microsoft technology, such asLists,SharePoint.
  • Familiarity with Google productsisa nice-to-have.
  • Demonstrated excellent customer service skills.
  • Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation.
