Job Description

Provide technical support services for the Project Management Office (PMO, Department of Energy, National Nuclear Security Administration (DOE/NNSA) office of Acquisition and Project Management (APM).

The ideal candidate must have excellent verbal and written communication skills. This position requires a candidate that can work independently and collaboratively, thrives on exceeding expectations, is highly organized, and is adept in working on multiple projects/initiatives simultaneously.




  • Provide technical expertise to the SRPPF, SPD, TFF, and other assigned projects for the compliant implementation of the DOE Orders and Directives for security related designs, construction, and operability.
  • As a member of the Security team, ensure the security design and construction phases of the project are well integrated. Ensure they meet DOE order requirements for personnel security, information security, technical security, nuclear material control and accountability, program management, physical security, security systems, protective force, protection and control of classified matter, and implementation of the Design Basis Threat.
  • Duties may include technical review and assessment of the development of the Preliminary, Conceptual, and Final Vulnerability Assessments (VAs), the Security Design Requirements Document (SDRD), the SRPPF Staffing Plan, the SRPPF Security Milestones and Deliverables document, the SRPPF Site Security Plan (SSP), and Security Risk Assessments (SRAs).
  • Conduct Safeguards and Security Surveys and Security Risk Assessments for the development of new security areas and the downgrade/expansion of existing security areas.
  • Participate as a Safeguards and Security SME in Independent Project Reviews (IPR) and Technical Independent Project Reviews (TIPR) in support of the SRPPF Project.
  • Review and comment from, a security standpoint, on project related documents such as the System Design Description (SDD) and the Facility Design Description (FDD) documents.
  • Participate as a subject matter expert individually or on teams comprised of engineers from multiple disciplines to provide analysis and resolution of complex technical and operational problems.
  • Assists in the scheduling, coordination and conduct of security risk assessments of the contractor and NNSA as directed.Review findings of security risk assessments and ensure that proposed corrective actions are compliant with all applicable guidelines (laws, rules, regulation, policies, etc.).Provide recommendation on the effectiveness of proposed corrective actions to NNSA for final approval prior to implementation.
  • Develop multiple cross-walks and matrices as well as reviewing NNSA Policy Documents (NAPs) analyses, plans, and implementation procedures. Additionally, cross-checking other federal procedures for references to directives superseded by more current NAPs or Orders will need to be periodically accomplished.


Job Requirements



  • Must possess a degree in Engineering, Science, or related discipline. An advanced degree is a plus.
  • Degrees in security management, computer science, information technology, business management, criminal justice or related field are a plus.
  • Must have at least 15 years of experience working on large complex nuclear projects (greater than $100M), with multi-discipline integration.
  • Must demonstrate 10 years of experience in developing Electrical design calculations, drawings, specifications, and requirements.
  • A minimum of 5 years of design experience on a DOE PC-3/SDC-3 (DOE-STD-1020) Facility or equivalent commercial nuclear facility is required.
  • Must demonstrate knowledge of nuclear safety related Electrical power systems.
  • Must demonstrate experience and knowledge of DOE Orders and Standards, NEC, IEEE, IEC, NFPA 70e, NEMA, and other applicable codes and standards.
  • Exceptional time management/organizational skills including prioritization of tasks under strict deadlines and the ability to manage multiple projects at the same time.
  • Ability to independently plan, organize and conduct daily activities and to communicate with all levels of management and staff orally and in writing is critical.

  • Working level knowledge of physical and digital security systems is a plus.
  • Experience with conducting vulnerability and threat analysis is a plus.
  • Experience with Special Nuclear Material Safeguards and Security is a plus.
  • Experience in analyzing policies, procedures, and security designs for weaknesses is a plus.
  • Direct experience with DOE security projects is a plus.
  • Relevant experience and technical expertise related to the SRPPF project and associated DOE orders and directives is a plus.


Nuclear complex level experience with Vulnerability and other Assessments such as;





  • U.S. Department of Defense (DoD)/Defense Threat Reduction Agency (DTRA)
  • U.S. Department of Energy (DOE) Site Safeguards and Security Plan (SSSP) process
  • Completion of facility VAs for the DoD/DTRA Nuclear Weapons Storage Sites (NWSS)
  • Experience with Biological Threat Reduction Program (BTRP)

This position may require the ability to obtain government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment and may require subsequent reinvestigations may be required.
