The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). Responsibilities

We are seeking an experienced Launch System Analyst (LSA) to provide expert advice, assistance, and programmatic assessments in support of Office of Space Launch (OSL) management, organizational, and business efforts. This role supports the execution of launch enterprise portfolios, organizational governance, and strategic planning activities in compliance with NRO and Space Force policies and procedures.

The LSA applies technical, programmatic, program management, and business expertise to support cradle-to-grave launch enterprise activities. The individual develops clear, concise briefings and assessments for a variety of audiences and effectively communicates complex information to Government leadership to support informed decision-making.

Key responsibilities include but are not limited to the following: Provide expert programmatic and analytical support to OSL leadership and management. Draft technical evaluations, analyses, briefings, and reports required to support program execution. Collect, analyze, and evaluate data and develop recommendations based on results. Develop and assess processes to evaluate effectiveness of current activities, identify problem areas, and propose solutions. Analyze and develop new requirements, plans, and alternative solutions supporting the launch enterprise. Support strategic planning efforts and cradle-to-grave launch enterprise activities. Support development of contracts, Engineering Change Proposals (ECPs), and task order requirement packages. Support development of strategies to procure launch services. Verify portfolio plans are executable within OSL resource and budget constraints.

Track, review, and assess contract performance and CDRL deliverables. Formulate strategies, processes, and products aligned with overall OSL and NRO business strategies. Develop and maintain briefings and data submissions supporting OSL equities within NRO corporate governance. Draft and review documentation related to launch enterprise portfolios and OSL corporate governance activities. Develop agreements and coordinate activities with external agencies and mission partners. Develop, review, and coordinate documentation, communications, processes, and tools supporting COTRs, portfolio managers, and division chiefs across the launch enterprise. Provide leadership and programmatic support in program and project planning, mission readiness, milestones, execution, performance monitoring, and risk assessment and management. Maintain working knowledge of processes and tools used to manage requirements, implementation strategies, and roadmaps. Assess impacts ranging from broad programmatic concepts to specialized mission requirements. Recommend strategic and innovative approaches to technical and programmatic challenges. Originate briefings, papers, and summary reports across all areas of space launch. Support matrix and staff organizations in meeting OSL program goals.


Qualifications

Required Qualifications:

  • Active TS/SCI clearance with Polygraph in the last 10 years
    • Please discuss specific polygraph requirements with an SPA Talent Acquisition professional
  • Bachelor's degree from an accredited institution in Engineering, Systems Engineering, Business, Management, or a related technical or analytical discipline
  • Minimum of 10 years of relevant experience supporting Government programs
  • Proven working knowledge of Government program management
  • Experience developing briefings and assessments for multiple audiences, including senior Government leadership
  • Ability to clearly and articulately communicate complex technical and programmatic information
  • Extensive knowledge of NRO policies and procedures
  • Program and contract management experience
  • Working knowledge of NRO and Space Force contracts, budgeting, and financial processes
  • Ability to develop recommendations and decision-support products reflecting the best path forward for NRO and OSL
  • Ability to report to designated work location at Cape Canaveral, up to full time, based on the needs of the customer

Desired Qualifications:

  • Thorough understanding of Office of Space Launch (OSL) policies and procedures
  • Experience supporting launch enterprise governance and portfolio management
  • Experience supporting OSL contracts, budgeting, and financial processes
  • Experience supporting cradle-to-grave launch systems or space launch programs
  • Advanced degree in engineering, systems engineering, business, or program management
  • Experience supporting executive-level decision forums or corporate governance boards
