Description

Markon is seeking an Atlassian & Agile SME with 6+ years of experience to lead the configuration, governance, and adoption of the Atlassian toolchain (Jira, Confluence, Jira Service Management, Bitbucket, and marketplace apps). This role blends platform administration, Agile process enablement, and data-driven reporting to improve delivery outcomes across teams and leadership.


Responsibilities

Atlassian Platform Leadership
    Serve as the SME for Jira Software and Confluence (plus Jira Service Management and Bitbucket as applicable).
  • Design, implement, and maintain Jira configurations at scale: issue types, workflows, schemes, custom fields, screens, permissions, notifications, and automation.
  • Establish and enforce platform governance: standards, naming conventions, project creation controls, permission models, and lifecycle management.
  • Build and maintain Confluence space architecture, templates, and knowledge governance to improve documentation quality and reuse.
Agile Enablement
  • Partner with Product Owners, Scrum Masters, and delivery teams to strengthen Scrum/Kanban execution.
  • Define and operationalize DoR/DoD, backlog hygiene standards, estimation approaches, and ceremony effectiveness.
  • Create reusable templates for epics/features/stories with consistent acceptance criteria and traceability.
Metrics, Dashboards, and Executive Reporting
  • Build dashboards and reporting across portfolios and teams: velocity, throughput, cycle time, lead time, WIP, burnup/burndown, delivery forecasts.
  • Improve and sustain Jira data quality so reporting is reliable and comparable across teams.
  • Translate leadership questions into measurable KPIs and actionable reporting.
Automation & Integrations
  • Implement workflow guardrails and automation using Jira Automation (and scripting tools like ScriptRunner where applicable).
  • Support integrations with SSO/IdP, collaboration tools, CI/CD, and version control systems.
  • Support migrations and platform evolution (Cloud/Data Center), including testing, validation, and change communications.
Support & Enablement
  • Provide tier-2/3 support for complex Jira/Confluence issues; troubleshoot and resolve root causes.
  • Deliver training for end users, power users, and admins; develop quick-start guides and internal playbooks.


Qualifications

Required Qualifications
  • An active TS/SCI with willingness to sit for a polygraph is required.
  • 6+ years of hands-on experience administering and configuring Atlassian tools (minimum requirement).
  • Strong expertise in Jira Software and Confluence configuration and governance at scale.
  • Proven experience implementing/optimizing workflows, schemes, permissions, and automation.
  • Practical experience enabling teams with Agile delivery (Scrum and/or Kanban).
  • Strong reporting skills: building dashboards, defining metrics, and improving data integrity.
  • Excellent facilitation and communication skills; able to work with both technical and non-technical stakeholders.
Preferred Qualifications
  • An active TS/SCI w/ a CI poly from this client.
  • Atlassian certifications (ACP) or equivalent demonstrated expertise.
  • Experience with Jira Service Management (queues, SLAs, request types, knowledge base; Assets/CMDB a plus).
  • Experience with marketplace apps (e.g., ScriptRunner, Tempo, Structure, BigPicture, Xray/Zephyr).
  • Experience with Atlassian Cloud and/or Data Center migrations, upgrades, and performance tuning.
  • Familiarity with REST APIs, automation scripting, and integration patterns.
  • Experience in regulated environments (FedRAMP/NIST/DoD ILs), if applicable


Salary Range

USD $180,000.00 - USD $200,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
