Title: Competency Exam Technician

Location: Remote/Virtual - must work and live in the state of Michigan



Purpose: This position provides technical support for Bureau programs, services, and activities, with primary focus on EMS competency exam projects. The role also serves as a member of the MDHHS Public Health Emergency Response Team, requiring 24/7/365 availability for emergency activations or exercises.



Duties and Responsibilities:

  • Maintain strict confidentiality and security of all exam materials in accordance with state and legal requirements.
  • Monitor access to exam content and ensure secure handling, storage, transmission, and destruction of sensitive materials.
  • Implement and document exam security protocols and chain-of-custody procedures.
  • Actively monitor online student platforms, such as Quizlet and Discord, for compromised exam material and report irregularities to the Exam Manager immediately.
  • Manage information requests by searching records, updating manual/electronic files, and categorizing documents by appropriate titles.
  • Monitor shared email inboxes to facilitate Bureau communications and manage EMS files within the licensing system.
  • Collaborate with administrative assistants on duties that overlap across departments or meetings
  • Schedule Subject Matter Expert (SME) panels and advisory meetings; prepare, record, and file all associated agendas and minutes.
  • Coordinate the distribution of correspondence from the Contractor and Department to training programs.
  • Maintain version control and documentation for all exam-related materials
  • Track exam development milestones, timelines, and deliverables to ensure implementation deadlines are met.
  • Assist with psychomotor exam station setup, scheduling, and documentation.
  • Track review due dates for policies, manuals, and handbooks, advising appropriate staff 60-90 days prior to deadlines.
  • Monitor and track initial education paramedic reports to ensure compliance with policy and maintain documentation to support Education Coordinators.
  • Assist with data collection and preliminary analysis related to exam performance and outcomes.
  • Always represent the best interests of MPHI and MDHHS.
  • All other duties as assigned.



Qualifications/Requirements:

Education: High school diploma and current EMS license are required. Associate's degree in health sciences, public administration, or education is preferred. Current State of Michigan Paramedic license and Instructor Coordinator license are also preferred.



Experience: Minimum of two years of administrative support experience is required. Three years of administrative support and EMS experience is preferred.

  • Ability to plan, prioritize, and coordinate work to meet schedules, deadlines, and operational requirements.
  • Ability to work collaboratively and assist others in resolving administrative or operational issues.
  • Ability to handle sensitive and confidential information with discretion and professionalism.
  • Ability to exercise independent judgment within established policies and procedures.
  • Proficiency in Microsoft Office Suite (including Word, Excel, Outlook, and Teams) for document creation, data tracking, communication, and workflow coordination.
  • Proficiency in Adobe Acrobat Pro for creating, editing, securing, and managing controlled PDF documents.



Work Environment and Physical Requirements: Standard office environment. Job may require minimal physical effort such as transporting standard computer or office equipment. Involves significant computer related activity including keyboarding and work on a computer screen, in addition to communication by telephone.



RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.



IMPACT ON PROJECTS, SERVICES AND OPERATIONS: Serves as a critical member of a multidisciplinary team supporting the State of Michigan's Emergency Medical Services. This position directly contributes to maintaining the integrity and security of the EMS competency examinations while ensuring operational readiness, regulatory compliance, and accurate creation, management, and documentation of exam materials.
