The Maryland Transit Administration (MTA) is seeking a Senior HR Administrative Assistant. The Senior HR Administrative Assistant serves as the primary administrative support professional to the HR Director and Human Resources leadership team. The position coordinates executive-level administrative functions, office operations, communications, special projects, and customer service activities while ensuring the efficient operation of the Human Resources Office. The incumbent may provide day-to-day oversight and direction to contractual administrative support staff assigned to the HR Office.

Essential Duties:

Executive & Administrative Support

  • Provide high-level administrative support to the HR Director and HR leadership team.
  • Manage calendars, meetings, correspondence, and scheduling priorities.
  • Prepare presentations, reports, meeting materials, and executive communications.
  • Track assignments, action items, and special projects on behalf of the HR Director.
  • Coordinate leadership meetings, advisory groups, employee engagement activities, and training events.

HR Office Operations

  • Coordinate daily administrative operations of the HR Office.
  • Ensure timely and professional customer service for employees, retirees, applicants, and stakeholders.
  • Monitor shared HR mailboxes, phone inquiries, and office workflows.
  • Maintain office procedures, forms, records, and administrative systems.
  • Coordinate office supply procurement and inventory management.

Oversight of Contractual Staff

  • Provide day-to-day work directions and oversight to contractual administrative support personnel assigned to the HR Office.
  • Assign and monitor work activities to ensure timely completion of tasks and customer service objectives.
  • Assist with onboarding, training, scheduling, and performance feedback for contractual staff.
  • Monitor workload distribution and ensure adequate front-office coverage.
  • Escalate performance concerns and staffing issues to HR leadership as appropriate.

Project & Program Support

  • Support implementation of HR initiatives, automation projects, and operational improvements.
  • Maintain project trackers, dashboards, and status reports.
  • Assist with workforce advisory groups, manager forums, and HR outreach activities.
  • Support special projects and initiatives assigned by the HR Director.

Preferred Qualifications:

  • Associate's degree; bachelor's degree preferred.
  • Four years of progressively responsible administrative support experience.
  • Experience supporting executive-level leaders.
  • Experience coordinating office operations and directing support staff.
  • Advanced proficiency in Microsoft Outlook, Word, Excel, PowerPoint, Teams, and SharePoint.
  • Strong organizational, communication, customer service, and project coordination skills.

Location: Baltimore City

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years' experience in administrative or professional work. *One (1) or more years of experience supervising administrative support staff within a Human Resources or centralized administrative office, including responsibility for training, workload distribution, and performance feedback.

Notes:

  1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
  2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
