HR Administrator I

Recruitment: The State Highway Administration's (SHA) Office of Administration is currently recruiting for an HR Administrator I position in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The HR Administrator I position functions as a journey-level Benefits Analyst for the Benefits Division. This position requires knowledge of TSHRS Policy, COMAR, and MDOT rules and regulations. The position serves as a Leave Analyst of SHA's Health Benefits and Retirement Programs and provides technical support within the Benefit Services Division. This position is responsible for managing leave benefits, for approximately 3,000 employees.

Qualifications

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Three (3) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation.

Selective Qualification: 1.5 years of FMLA and retirement experience


Notes:

1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.

2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.

3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.

4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education.

Licenses & Certifications

Candidate must possess a driver's license valid in the state of Maryland.
