Staff Electrical Engineer

 

As the Staff Electrical Engineer at PEMEX Deer Park, you will provide technical ownership and leadership for assigned production units and sitewide electrical programs at PEMEX Deer Park. The refinery is supported by four 138kV utility feeds configured in a breaker-and-a-half scheme, supplemented by two 75MW gas-fired cogeneration units and two 50MW steam turbines, delivering approximately 250MW of onsite generation. Power is distributed across nearly 300 substations at 35kV, 12kV, 4.16kV, 2.4kV, and 480V to support critical plant operations.

 

This is a non-supervisory, staff-level role within the Electrical Engineering Department that requires extensive collaboration across the refinery and with external vendors and partners. Success in this role depends on solid interpersonal and negotiation skills, the ability to manage multiple stakeholder interfaces, and the capacity to balance competing priorities in a complex operating environment.

To succeed as a Staff Electrical Engineer, you must have:

  • Bachelor’s degree in Electrical Engineering or related field, with 10+ years of progressive electrical engineering experience in large industrial or refinery environments.
  • Advanced technical expertise across high-, medium-, and low-voltage systems (138kV to 480V), including protective relays (Schweitzer, GE), power management systems, generators, breakers, and cathodic protection systems.
  • Demonstrated proficiency in applying NEC, NFPA 70/70E/70B, NETA, API, ANSI standards, and electrical safety and maintenance best practices in operating facilities.
  • Hands-on experience with electrical modeling and enterprise systems such as SKM Power Tools, SAP, PowerDB, IMS, and Microsoft Office, with the ability to analyze and resolve complex system issues.
  • Authorized to work full-time in the U.S., with the ability to collaborate across disciplines, support 24/7 operations, and engage effectively with vendors and site stakeholders; PEMEX TA3 certification preferred.

 

As a Staff Electrical Engineer, you will:

  • Provide technical authority and assurance for electrical MOCs, complex ASMs, projects, and compliance with OSHA, industry codes, and internal standards.
  • Lead reliability improvement efforts by identifying bad actors, obsolescence risks, and long-term electrical system issues, delivering practical mitigation and resolution strategies.
  • Develop and maintain a 10-year electrical reliability and modernization roadmap to optimize power distribution performance and business profitability.
  • Own and support electrical systems for assigned units, including preventive maintenance strategies (MEC/RCM), turnaround scope development, and abnormal situation response.
  • Drive electrical safety, competency, and continuous improvement by leading investigations, training programs, and collaboration across engineering, operations, maintenance, and I&PC teams.
