Recruitment Analyst


Full-time, Hourly


Hourly Pay Range: $22.33 - $33.51

Job Summary: The Recruitment Analyst plays a key role in ensuring Milwaukee County effectively sources and hires high-performing team members who support our vision, strategies, and organizational goals. By understanding business needs and building strong partnerships with internal stakeholders, this role designs, develops, and executes efficient and impactful talent acquisition systems, processes, and tools-driving measurable results and continuous improvement.


Essential Duties and Responsibilities:



  • Collaborate with internal partners and stakeholders to develop recruitment tools and strategies. Facilitate the Job Evaluation Questionnaire process with the Compensation team as needed.
  • Coordinate the full recruitment process in partnership with hiring managers and HR teammates to build a high-performing workforce. Key duties include developing recruitment strategies, creating job announcements, candidate qualifier questions, rating forms, and assessments.
  • Identify and clarify hiring needs and competencies, ensuring accurate and detailed job descriptions, candidate qualifiers, and well-defined position requirements. Develop action plans to maximize candidate sourcing, including social media strategies.
  • Evaluate candidate work history and experience to confirm alignment with position qualifications and competencies.
  • Respond to employees and applicants regarding recruitment processes, Applicant Tracking System navigation, transfer status, decline rationale, certifications, examinations, and job requirements.
  • Maintain requisition records and files in compliance with HR guidelines.
  • Administer HR applicant testing; schedule and conduct performance exams, validate results, and record outcomes in the Applicant Tracking System.
  • Determine candidate eligibility and score-based rankings based on training, education, and experience. Use rankings to generate certified candidate lists and accurately code specialty statuses when applicable.
  • Provide certified candidate lists to hiring managers and HR partners in accordance with policies, Civil Service Rules, Ordinances, and State Statutes.
  • Perform occasional local travel to support recruitment meetings, job fairs, exam administration, and other hiring activities.
  • Perform other duties as assigned.



Required Education, License/Certification, and Experience



  • High School diploma or GED required, plus three (3) years of Human Resources and/or Recruitment experience.
  • Bachelor's degree in human resources, Business Management, or a related field preferred but not required. With a bachelor's degree, one (1) year of HR and/or Recruitment experience is required.
  • Experience with Human Resources Information Systems (HRIS) preferred.
  • Experience with Applicant Tracking Systems (ATS) preferred.
