| About the Department |
The Division of Budget and Resource Management, an operating unit in the Office of Finance and Administration, is responsible for resource planning, financial and cost analysis, university budget preparation, monitoring, and control. The division's departments provide university executive leadership with budget, financial, and cost analyses for operational and decision-making purposes.
The Budget Office, a Budget and Resource Management department, is responsible for the development, oversight, and reporting of the university's operating budgets; budget administration, accounting, and cash management for capital improvement projects; development and maintenance of appropriated internal budget reporting; analysis of the multi-year financial plans, budgets, and recommended annual fee/charge increases of receipts supported organizations. In addition, the Budget Office also ensures that all financial and human resource systems development includes all budgetary and financial information required by the governing agencies. The Budget Office is also responsible for interfacing with external financial organizations such as
UNC General Administration, Office of State Budget and Management, Legislative Fiscal Research, and financial officers of other institutions within the
UNC System. |

| Essential Job Duties |
The Senior Budget Analyst serves as a trusted advisor to university leadership, providing strategic guidance on multi-year budget planning for state-appropriated funds, appropriated receipts, F&A, student fees, and premium tuition. This role combines expert financial analysis, leadership, and collaboration to ensure resources are deployed effectively, supporting the university's mission and long-term priorities.
Key Responsibilities are outlined below:
Strategic Budget Planning and Forecasting:
- Lead comprehensive multi-year budget planning and forecasting across all funding sources to support university decision-making.
- Analyze five-year budget plans, auxiliary budgets, and new funding requests, providing actionable recommendations for strategic investment and risk management.
- Prepare budget analysis for General Fund expansion requests and UNC System Office All-Funds Budget initiatives.
- Project future-year funding needs, including Enrollment Change Funding Formula calculations.
- Partner with units to identify budgetary risks and develop proactive solutions, ensuring sustainable financial management.
Financial Analysis, Reporting, and Insight:
- Deliver executive-level budget analysis and reports that inform strategic resource allocation decisions.
- Interpret proposed and enacted budget legislation, State Budget Act provisions, and guidance from the UNC System Office and Office of State Budget and Management.
- Conduct ad-hoc analyses to address campus, system, and legislative requests, translating complex data into clear insights.
- Design and maintain data visualizations and dashboards that highlight trends, risks, and opportunities for leadership.
- Prepare executive briefings, presentations, and recommendations to support university-wide planning and decision-making.
Leadership and Technical Guidance:
- Provide leadership, mentorship, and technical guidance to budget analysts and project teams.
- Lead complex, high-visibility projects under tight deadlines, applying critical thinking and strategic problem-solving.
- Develop and deliver training and technical assistance to units, promoting best practices in budget planning and financial management.
Tuition and Student Fee Oversight:
- Coordinate tuition and student fee increase processes, ensuring thorough analysis, compliance, and submission of recommendations to the Board of Trustees and UNC Board of Governors.

Qualifications
| Minimum Education and Experience |
Requires a bachelor's degree in business, finance, accounting, computer science, information technology, or a related field, with at least 2 years of relevant work experience. All degrees must be received from appropriately accredited institutions. |
| Other Required Qualifications |
- Strong analytical skills and ability to apply critical thinking to assist university leadership and business units identify and solve problems;
- Excels in researching, analyzing, and summarizing complex data while producing accurate results under tight deadlines
- Knowledge of monitoring state appropriations, state appropriated receipts, & F&A funds to ensure compliance with state Policies, Rules, and Regulations and any applicable internal rules;
- Works independently and lead teams to complete assignments that require complex management, budgetary, financial, organizational, and problem-solving skills;
- Demonstrated ability to research, analyze, interpret, and summarize complex data and identify clear findings and recommendations;
- Strong interpersonal skills and ability to collaborate and problem-solve with employees at all levels of the organization;
- Demonstrates a customer service mindset focusing on continuous improvement of business processes;
- Advanced skills with Excel (or similar software) and financial software systems;such as creating and using pivot tables and database queries;
- Demonstrated ability to manage multiple priorities effectively and consistently meets deadlines
- Experience with data visualization tools (such as PowerBI, and Tableau)
- Knowledge of state government policies and regulations including the State Budget Act, State Budget Manual, and UNC Policy Manual.

| Preferred Qualifications |
- Prior experience in university or higher education budgeting, including multi-source fund management.
- Knowledge of accounting practices, including budget and journal entry reconciliation in financial systems.
- Proven success managing executive relationships, resolving complex issues, and aligning financial strategy with organizational priorities.
