Job Summary

The Loudoun County Area Agency on Aging is seeking a temporary, grant-funded part-time Program Assistant to support the Virginia Insurance Counseling and Assistance Program (VICAP), a federally funded and mandated Medicare counseling program. The VICAP Program Assistant, working under the guidance of the VICAP Coordinator, is responsible for providing Medicare counseling and assisting clients. Additionally, this role involves offering support to the VICAP Program Coordinator, maintaining program materials, generating content for a monthly newsletter, and ensuring that program documentation adheres to state regulations.

The VICAP Program Assistant will be familiar with Medicare eligibility requirements, respond to help line phone calls, meet with individuals (older adults and caregivers) to discuss Medicare options, complete Medicare Part D and C plan comparisons, and finalize prescription drug plan enrollments as requested. The position necessitates strong analytical skills, including assessing potential penalties and navigating complex eligibility criteria. An ideal candidate will possess outstanding communication skills, strong problem-solving abilities, proficiency in various fact-finding methods, the ability to effectively engage with a diverse clientele, familiarity with phone translation services, and a high level of professionalism. The VICAP Assistant must complete the certification process to become a Virginia Insurance Counselor for Medicare within 60 days of beginning employment.

We are currently hiring for the following location(s):
* PRCS, 742 Miller Drive, SE, Leesburg, VA

Responsibilities include, but are not limited to:
* Guide older adults through the Medicare application process and related benefits by assembling relevant information and helping them understand their options. Moreover, listen attentively to the needs of clients, research the choices available, and clearly explain these options to empower them to make informed decisions regarding their healthcare coverage.

* Provide one-on-one counseling to Medicare beneficiaries on topics such as enrollment, coverage options, Medicare Part D prescription drug plans, Medigap policies, Medicare Advantage Plans, and financial assistance programs.
* Input and monitor client details within program databases to guarantee precise reporting and enhance services, while ensuring that all data is timely entered into the SHIP Tracking and Reporting System (STARS) to fulfill program obligations.
* Support outreach and education efforts by sharing Medicare information with community groups, nonprofits, and older adult organizations across Loudoun County.
* Assist with planning and delivering Medicare presentations and training sessions for community members and partner organizations.
* Help recruit, train, and support volunteers who assist with VICAP services.
* Participate in special projects and support other program activities as needed to serve the community
* May carry out additional critical job responsibilities pertinent to the specific role and departmental assignment.

Hiring salary commensurate with experience.



Minimum Qualifications

High School diploma or equivalent; one (1) year of related work experience; or equivalent combination of education and experience.

Annual examination to maintain Medicare Counselor certification (administered by the State of Virginia). Training is required from Senior Medicare Patrol counseling to prevent fraud. Must stay up to date on training as requirements change and training is needed to perform job functions.

Preferred Qualifications:
* Certification as a Medicare Insurance Counselor in the state of Virginia.
* Proficiency in elder care, strategies for preventing fraud, safeguarding elder rights, long-term care services, or involvement in volunteer programs.
* Demonstrated ability to offer impartial guidance to clients to address issues of Medicare claims.
* Experienced in engaging audiences through public speaking and presentations, conducted both in physical venues and through digital channels.
* An associate degree in a related field.
* Competent in the Microsoft Office Suite, notably Excel and PowerPoint, with experience in database functions.
* Ability to read and understand Medicare and Social Security policies, manuals, and guidelines. Ability to market and promote programs.


Job Contingencies and Special Requirements

Must undergo criminal, credit, and DMV background checks. A valid driver's license and a good driving record are mandatory, with driving records subject to annual review to ensure ongoing eligibility. Complete department and state-required training as necessary. Must be cleared through the Bureau of Insurance upon hire and certified as a Medicare Counselor within 60 days of hire.
