Organizational Unit Overview
Academic Affairs ("AA") is headed by the Provost and Vice Chancellor for Academic Affairs who serves as the institution's Chief Academic Officer ("CAO") and is responsible for administering academic policies. AA is comprised of each of the university's colleges, schools, and libraries, along with other academic support and administrative units, to include Learner Operations, Research, Innovation and Engagement, Institutional Planning, Assessment and Research, and Global Affairs. Academic Affairs works collaboratively to strengthen ECU's culture of academic excellence in line with our mission to be a national model for student success, public service, and regional transformation.
Job Duties
The Dean of the College of Engineering and Technology serves as the chief academic and administrative officer of the College and reports to the Provost and Vice Chancellor for Academic Affairs. This hands-on Dean will be expected to bring cohesion to the four departments of the College and integrate the mission of the College with that of the University. This academic leader will provide strategic, collaborative leadership, promoting the importance of engineering and technology development throughout the University and representing the College's departments and programs to both internal and external audiences. With the Chancellor's commitment for the University to "pursue a growing research and discovery agenda," the Dean will be expected to lead with the priority of increasing research productivity and funding. The Dean will also oversee strategic planning, advancement and budget development, while guiding resource allocation, research, service, outreach and administration. As a leader who provides inspiration for advances in teaching, research and service, this Dean will be known for supporting shared governance and promoting a collegial environment. Key priorities for the next leader include strengthening external partnerships with industry and government, expanding research productivity, enhancing student success and experiential learning, recruiting and retaining top talent, and building philanthropic and corporate support to advance the College's mission.

The responsibilities and authority of the Dean shall include, but not be limited to the following:
60% - LEADERSHIP AND ADMINISTRATION

  • Provide leadership for the College, fulfilling its mission and setting and achieving College goals;
  • Serve as principal advocate for the College's interests both within East Carolina University and external to East Carolina University, including garnering resources needed for departments and faculty to meet the goals and objectives of the College and University;
  • Encourage high academic and professional standards;
  • Promote excellence in teaching and advising, scholarly productivity, funded research, economic development, and professional service;
  • Administer University policies and procedures;
  • Represent the College on university committees and among groups of university constituencies;
  • Promote and support program growth, research and new program development;
  • Recruit, evaluate and lead department chairs;
  • Recommend to the Provost and Vice Chancellor for Academic Affairs the appointment of College administrators (e.g., Associate Deans and Directors of College centers and programs);
  • Ensure the proper application of the East Carolina University Faculty Manual and unit code tenure and promotion policies;
  • Review recommendations of the Department Chairs and appropriate department committees on faculty appointment, reappointments, tenure, promotion and post tenure review;
  • Recommend personnel actions and merit pay raises to the Provost and Vice Chancellor for Academic Affairs;
  • Form and appoint members to ad hoc committees as needed;
  • Serve as ex-officio member of all standing and ad hoc committees of the College, with the exception of departmental Personnel, Tenure, and Promotion committees;
  • Recommend changes in the College's organization to members of the College and the Provost and Vice Chancellor for Academic Affairs;
  • Review and approve all College Undergraduate and Graduate Curriculum committee recommendations prior to distribution to University Curriculum committees;
  • Report to the faculty at the beginning of the academic year on the state of the College including its academic and fiscal status, and its goals and objectives for that year; and
  • Call meetings of faculty of the College as needed, a minimum of one each semester.


20% - BUDGET AND RESOURCE OVERSIGHT

  • Administer the College's budget and other resources;
  • Allocate and manage faculty and staff positions;
  • Manage and assign the College's space allocations;

20% - PARTNERSHIPS AND FUNDRAISING

  • Works collaboratively with other deans on priorities and programs identified through the University's and the Division's strategic planning process, managing engagement in multidisciplinary partnerships across campus that significantly increase opportunities for true innovation in a range of fields;
  • Works with University Advancement on fundraising and plays a critical role in ensuring that donor funds are well stewarded, advancing needs within the College, as well as in accordance with donor expectations
  • Serves as the College's chief public relations officer
  • Maintain excellence through working relationships with the alumni, the local community, and industry partners;

Minimum Education/Experience
Earned terminal degree in a discipline represented within the College or a related field. Scholarly and professional credentials meriting appointment as a tenured full professor in the College of Engineering & Technology. Demonstrated record of academic leadership and administrative effectiveness, with experience in strategic planning, budgeting, administrative processes, academic policy, fundraising, and faculty and staff recruitment and retention. Evidence of commitment to shared governance, collaborative decision-making and academic excellence.
License or Certification Required by Statute or Regulation
None
Preferred Experience, Skills, Training/Education
National reputation as an educator and scholar in engineering, technology, or a related field. Demonstrated success in expanding research productivity and securing external funding. Experience building partnerships with industry, government, and alumni. Proven ability to advance fundraising and development initiatives. Collaborative and transparent leadership style that promotes trust, innovation, cohesion across diverse departments, and teamwork. Commitment to student access, success, and applied learning. Visionary mindset to position the College within a rapidly evolving technological and higher education landscape, including leveraging AI and emerging technologies to enhance academic excellence.
