Job Description:

Responsible for the day-to-day leadership and performance of emergency medical services (EMS) teams. Ensures operational excellence through effective scheduling, training, compliance, and performance monitoring. Focuses on internal team development and operational readiness, playing a key role in maintaining high standards of patient care and staff accountability. Leads EMS initiatives including community engagement, inter-agency collaboration, and strategic program development. Responsible for managing EMS deployment models, supporting budget planning, and serving as a liaison with public safety and healthcare partners.

Principle Responsibilities

  • Leads EMS programs or EMS district
    • EMS Programs - Serves as program lead for operational and business unit initiatives.
    • EMS District.
    • Develops and maintains ambulance deployment models and staffing plans.
    • Coordinates joint training with public safety and hospital partners.
    • Responds to EMS calls and functions as lead paramedic when needed.
    • Supports community events and public health initiatives.
    • Develops and leads district specific trainings and meetings.
    • Assists in annual budget planning and resource allocation.
    • Leads or supports the incident command structure during major events
    • Investigates and resolves internal concerns, complaints, and incidents.
  • Leadership of employees
    • Participates in recruitment and onboarding.
    • Provides coaching, feedback and performance development.
    • Monitors and analyzes team performance metrics to identify trends and resolve issues.
    • Ensures assigned staff maintains required certifications and licensure.
  • Community, Public Safety, and Corporate Partnerships
    • Collaborates with internal and external stakeholders to improve operational efficiency.
  • Other duties as assigned.

Required Qualifications

  • Associate's or Vocational degree in Paramedicine, Emergency Medical Services, or related field within 36 months of hire
  • 2 years EMS or healthcare leadership
  • 2 years as a paramedic or EMT in a pre-hospital setting
  • Passing of Fitness for Duty testing

Preferred Qualifications

  • Bachelor's degree in Emergency Medical Services, Public Health or related field

Licenses/Certifications

  • Certified Paramedic - Office of EMS required-if role is in the state of Minnesota
  • Certified Paramedic - WI Emergency Medical Services required if role is in the state of Wisconsin upon hire
  • Advanced Cardiac Life Support and Basic Life Support - American Heart Association or American Red Cross required upon hire. After hire recertification required through American Heart Association
  • Pediatric Advanced Life Support - American Heart Association or American Red Cross required upon hire. For employees hired prior to June 1, 2025 required by January 1, 2027. After hire recertification required through American Heart Association
  • FEMA 100 - Intro to Incident Command System-FEMA Management Institute required within 1 year of hire
  • FEMA 200 - Basic Incident Command System for Initial Response-FEMA Management Institute required within 1 year of hire
  • FEMA 700 - National Incident Management System-FEMA Management Institute required within 1 year of hire
  • FEMA 300 - Intermediate ICS for Expanding Incidents-FEMA Management Institute required within 1 year of hire
  • FEMA 400 - Advanced Incident Command System-FEMA Management Institute required within 1 year of hire
  • FEMA 800 - Introduction to the National Response Framework (NRF)-FEMA Management Institute required within 1 year of hire
  • Valid Driver's License required upon hire - MN and WI residents must obtain a valid driver's license in their state of residence within 60 days of employment

Pay Range

Pay Range: $39.19 to $53.72 per hour The pay described reflects the base hiring pay range. Your starting rate would depend on a variety of factors including, but not limited to, your experience, education, and the union agreement (if applicable). Shift, weekend and/or other differentials may be available to increase your pay rate for certain shifts or work.
