Overview
Apogee has an exciting new opportunity for an Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics' (SOF AT&L) Program Executive Office for Tactical Information Systems (PEO-TIS). PEO-TIS is composed of a team of relentless acquisition professionals who consistently team with government and industry partners to rapidly develop and field state-of-the-art sensors, C2, and specialized communication systems that enable the Nation's SOF Warfighters to win. This is a full-time position located at MacDill AFB, FL.
Responsibilities
Provide expert-level support to government counterparts regarding acquisition management processes and acquisition functions for the Integrated Sensor Systems program in accordance with USSOCOM 70-1.
- Develop program documentation to include SOW, PWS, SAMP, APB, ADM, program protection plans, financial-focused spend plans, Congressional Briefs, ZBTs/Issues, and oversee DoD 5000, JCIDS/SOFCIDS, and SOF unique processes for technology projects, as well as ACAT II and III programs.
- Collect and analyze metrics and requirements from supported organizations.
- Support elements of program acquisition strategies.
- Support/conduct portions of market research.
- Keep program information current and organize data to submit to management for decision-making.
- Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones.
- Support cost/benefit analysis.
- Analyze the effectiveness and efficiency of programs; develop recommendations to improve program operations.
- Answer data calls and inquiries on program policies and procedures.
- Participate in the requirements development process in support of Senior Managers and Government counterparts.
- Coordinate program information with personnel.
- Determine requirements; develop goals and objectives to accomplish the mission of the program, support for government counterparts to ensure execution of programs in accordance with plans, and to modify program policies and procedures based on changes to regulations.
- Apply price and cost analysis to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; apply funding rules associated with the obligation of multiple types of appropriations.
- Apply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards.
- Support contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements applicable to the full range of contracting actions for a variety of contract types
Qualifications
Minimum Experience: Citizenship: Must be a US citizen Clearance: Possess and maintain a TS w/SCI eligibility Certifications: DAWIA Practitioner (formerly Level II), Equivalency in the Program Management field Education: Bachelor's degree in acquisition/business or related field Years of Experience: 10 years of DoD acquisition program management experience to include:
- 3 years of DoD experience in any of the following areas:
- Military Communications
- Signals Intelligence
- Information Technology
- Sensors
- ISR Operations
- Sensitive Site Exploitation
- Data Management
