Position Summary The National Council delivers numerous courses both in-person and through our Learning Management System (LMS) platforms. The largest is Mental Health First Aid (MHFA), which is a full-day, skills-based course that teaches participants about mental health and substance-use issues. Over 4.5 million learners have been trained - including over 60,000 instructors in a train-the-trainer model. These systems are used by 500,000 users per year and 20,000+ active Instructors depend on them.
As directed by the Director, Learning Delivery Systems, the Learning Systems Analyst II will be responsible for gathering requirements and documenting technical specifications for additional features or for enhancements to be implemented on Learning Delivery Systems platforms and integrations. The person in this role will also perform user acceptance testing to make sure new features and enhancements work as designed. Most importantly, the Learning Systems Analyst II will employ systems thinking to ensure that the Learning Delivery Systems infrastructure is well architected to meet client needs and business requirements. It is imperative that the person in this role be able to think through processes in an end-to-end fashion with special attention being paid to the impact of individual decisions on the system as a whole. This is an individual contributor role without any direct reports. While this position can be done remotely from anywhere in the U.S., you must primarily accommodate our Washington, D.C. business hours of 8:30 a.m. to 5:00 p.m. ET. Key Responsibilities
- Serve as a technical team member for Learning Delivery Systems projects, ensuring robust configuration, optimal performance, and high reliability.
- Work with diverse teams, internally and externally, to gather requirements, educate on technical possibilities, collaborate on design, and write stories and documentation.
- Analyze business and user requirements to design and implement technical solutions for new features, enhancements, and integrations.
- Translate functional needs into detailed technical specifications, architecture diagrams, and actionable development plans.
- Develop and execute test cases for user acceptance testing (UAT) of learning delivery system features, enhancements, and integrations.
- Management of AWS cloud platforms and databases. This includes coding in JavaScript, JSON, XML, YAML, and HTML.
- Monitor and enforce data privacy, security, and accessibility standards across all learning delivery systems.
- Evaluate technical risks, propose mitigation strategies, and lead continuous improvement initiatives for delivery systems infrastructure and performance.
- Collaborate on the design, implementation, and maintenance of integrations between the delivery systems and enterprise systems (e.g., CRM, Azure/Fabric, Zendesk, Shopify, Microsoft Commerce, SurveyMonkey, etc.).
- Create and maintain comprehensive technical documentation, including integration guides, system architecture diagrams
- Coordinate with internal cross-functional teams and external vendors to troubleshoot workflow challenges, optimize integrations, and support onboarding for VIP partners.
- Define scope of work and technical requirements for third-party vendors or consultants engaged for learning delivery system support or development.
- Collaborate with large-scale clients with advanced security and accessibility requirements, completing technical assessments, responding to inquiries, and adapting systems to align with new policies.
- Act as the escalation point for complex technical issues, bugs, and stakeholder feedback, ensuring timely resolution and communication.
Required Qualifications
- 5+ years of experience with LMS platforms such as LearnUpon LMS or similar.
- Solid understanding of e-learning standards, such as SCORM, xAPI, cmi5, LTI, AICC, etc.
- Experience using coding languages (HTML, XML, JavaScript/TypeScript, JSON, SQL).
- Experience with SQL and NoSQL databases.
- Experience delivering solutions on the AWS platform.
- Experience integrating SaaS systems.
- Experience working with multiple stakeholder groups to implement tool/system change.
- A systems mindset with the ability to think through end-to-end solutions to improve processes.
- Experience managing process improvement projects.
- Ability to work independently and lead multiple projects simultaneously involving various teams and vendors.
Preferred Qualifications
- Bachelor's degree in information technology, computer science or related field; or additional equivalent years of related work experience.
- Experience with containerization, Terraform, Kubernetes.
- Experience working in an Agile development environment.
- Experience using tools like Jira, Github, Asana, etc.
