Overview

APPOINTMENT TYPE: Full-Time Regular (FTR)

LOCATION: Oak Ridge, TN

SALARY RANGE: $104,166.40 - $153,254.40


This is a hybrid position; the selected candidate must reside within 50 miles of the Oak Ridge, Tennessee office.


PURPOSE:

The primary purpose of this position is to provide project management and technical support to the STEM workforce development (WD) directorate at the Oak Ridge Institute for Science and Education (ORISE). The successful candidate will lead projects from initiation to completion, responsible for daily administration of the entire process. Additionally, this position will perform a variety of business tasks such as strategic planning, operational tracking, lesson learned, extent of condition, audit and assessment and risk management and analysis.



Responsibilities

Project Management:

    Lead and provide oversight of multiple complex and large-scale projects and initiatives.
  • Responsible for all aspects from planning and budgeting, to executing and customer deliverables.
  • Lead input sessions, kick off meetings, workshops and provide feedback.
  • Identify and implement best practices.
  • Prepare monthly reports and summary updates of activities and cost details.

Business Support:

  • Independently provide technical/business support to STEM WD director's office.
  • Lead strategic planning and alignment, operations, lessons learned, audit, assessment, quality and other business activities.

Customer and Stakeholder Engagement/Communications:

  • Oversee project delivery with key stakeholders, sponsors, and program participants to ensure successful operation of projects.
  • Clearly understand and communicate customer requirements.

Risk Management:

  • Oversee risk management program for STEM WD.
  • Provide guidance on Department of Energy (DOE) contractor assurance program and other compliance matters such as ISO.
  • Review and assess risk solutions.

Miscellaneous:

  • Other duties as assigned.


Qualifications

Bachelor's degree in business, scientific, technical, education or related field and a minimum of 10 years' direct experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.

  • Experience in communication and project management is required.
  • Must have excellent project management skills with experience working in a fast-paced environment with multiple customers and priorities. Event planning and implementation experience a plus.
  • Must have experience as a writer, producing both technical and creative content, must have experience editing own work as well as the writing/content of others.
  • Direct experience with, or evidence of, significant support for marketing and/or communication tactical and strategic planning and implementation a plus.
  • Proficiency with Adobe Acrobat Pro DC and the following Microsoft 365 apps and services: Word, Excel, PowerPoint, Outlook, SharePoint, and Teams.
  • Proficiency and understanding of a variety of different Artificial Intelligence (AI) tools tailored to solve complex business challenges.
  • Deep understanding of the Department of Energy's contractor assurance program.
  • Experience working on Federal Acquisition Regulation (FAR)-based contracts; understanding of the Department of Energy Acquisition Regulation (DEAR).
  • Proven ability to understand the impact of multiple complex programs/projects and to articulate high level technical solutions to address future, vague, unforeseen and current (open) business problems.
  • Ability to handle Delegation of Authority of $30,000 or higher for financial transactions.
  • An in-depth knowledge of communication and project management principles and theories.
  • Must be able to communicate clearly, confidently, and credibly, possessing excellent writing, editing and overall content development skills, as well as presentation skills.

*The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
