Department (OPH) CCH - Bureau of Tobacco ControlJob Description: Temporary, grant funded position expected to last through April 28, 2026. Responsibilities The Program Manager will manage and oversee the community programs work of the Bureau of Tobacco Control, providing program leadership and guidance on best practices in development, implementation and performance management of tobacco control programming at the community level, including policy, systems and environmental changes. The incumbent will also identify and monitor professional development priorities to support the community program grantees; oversee and manage the program's grant funders; provide oversight for performance management of staff and funded grantees; represent the Bureau of Tobacco Control (BTC) and the Division of Chronic Disease Prevention (DCDP); supervise staff; and perform other appropriate related duties. Minimum Qualifications A Bachelor's degree in a related field and four years of program management experience; OR an Associate's degree in a related field and six years of such experience; OR eight years of program management experience. The experience must be in a public health, health/human service, health regulatory program or community-based organization. At least two years of experience must have included supervision of staff. A Master's degree in a related field may substitute for one year of experience. Preferred Qualifications At least three years of experience in chronic disease prevention project management. Experience in tobacco prevention and/or tobacco control program management; experience in health equity work; experience with designing and implementing team meetings; experience with the New York Statewide Financial System or another financial management system; experience developing Requests for Applications and/or Requests for Proposals Conditions of Employment Temporary, grant funded position expected to last through 4/28/26. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel up to 10% of the time will be required. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
