General Program Information and Position Overview

The National Security Sector at Leidos is seeking a highly skilled and experienced Tactical Data Link (TDL) Analyst to join our team at the Langley, VA, customer office. In this exciting opportunity, you will provide critical support to the ACC/A5JI JINTACCS mission by helping shape the future of USAF tactical combat system information exchange requirements (IERs).

As a Subject Matter Expert (SME), you will lead research and engineering efforts, proposing changes to TDL Military Standards (MIL-STDs) while minimizing the impact on existing systems. This role is essential for ensuring the interoperability and effectiveness of tactical data links for the U.S. Air Force.

Primary Responsibilities

Research, engineer, and propose updates to TDL Military Standards (MIL-STDs) based on U.S. Air Force (USAF) tactical combat system information exchange requirements (IERs).

  • Develop and evaluate bit-level implementation specifications.

  • Advise software developers and testers on TDL integration.

  • Submit Interface Change Proposals (ICPs) in accordance with Joint Multi-Tactical Command and Control Board (JMTCCB) Terms of Reference (TOR).

  • Review draft MIL-STDs to identify errors and provide corrections.

  • Draft Technical Information Design Plan-Test Edition (TIDP-TE) documents for new TDL capabilities as needed.

Represent the USAF at TDL meetings and working groups.

  • Attend AFSIB, Joint, Bilateral, and Allied TDL meetings and subgroups as directed.

  • Analyze change proposals from other entities for potential impact on USAF systems and joint/allied interoperability.

  • Evaluate proposed changes and provide written assessments following JMTCCB TOR.

  • Research technical documents (including US MIL-STDs, NATO STANAGs, ATDLPs, and ADatPs) to identify discrepancies and develop change proposals.

Assess interoperability test trouble reports to determine the severity of deficiencies and affected systems.

  • Participate in USAF Technical Analysis Groups and Joint Analysis Review Panels.

  • Ensure test results accurately reflect violations of relevant MIL-STDs.

  • Create Interface Change Proposals (ICPs) to address shortfalls identified through test and evaluation.

  • Review newly drafted versions of MIL-STDs to find and correct incorporation errors related to bit-level formats, verbiage, or notations.

  • Support the Defense Standardization Program (DSP) and Defense Information Systems Registry (DISR) meetings, representing government-provided positions.

  • Coordinate with USAF requirements and program offices, providing TDL expertise to support integration efforts into platforms and systems.

    • Participate in Integrated Product Teams (IPTs) and other working groups.

    • Review and comment on related documents submitted for coordination.

  • Research and develop Background Papers, staff studies, Talking Papers, or presentation materials as assigned.

Basic Qualifications

  • Bachelor's degree and 8 or more years of relevant experience, or a Master's degree with at least 6 or more years of related experience. Additional years of experience may be considered in lieu of degree.

  • AF JINTACCS Expertise:Demonstrated experience with the Air Force Joint Integrated Tactical Air Control System (JINTACCS) process.

  • Technical Document Analysis:Proven ability to independently review and analyze complex technical documents.

  • TDL Interface Change Proposal:Experience originating, drafting, and submitting TDL MIL-STD interface change proposals.

  • JMTCCB/JMSWG Participation:Minimum of three years of experience attending and drafting evaluations for either JMTCCB or JMSWG Subgroup meetings.

  • AFSIB Participation:Minimum of three years of experience attending and drafting evaluations for AFSIB meetings.

  • Clearance:Current or Active DoD Top Secret/SCI security clearance.
