The Building People, LLC, has a position open for a full-time Contracts Manager - Department of Defense. The Contracts Manager serves as the company's authorized representative for all contracting matters supporting a Department of Defense engineering mission. This role provides cradle to grave administration in a multiple award IDIQ environment with firm fixed price task orders, and may include cost reimbursement or over and above elements. Responsibilities include proposal strategy and compliance, terms and conditions review, negotiations, subcontract strategy and flowdowns, contract modifications, change management, risk and issue resolution, deliverable tracking, closeout, and stakeholder communication. The Contracts Manager partners with program and project leadership, pricing, finance, procurement, and legal to ensure compliant, timely, and profitable execution.

Required Experience & Skills



  • 10 years of experience in the contracting field with at least five years in a management level capacity.
  • Proven authority and accountability in negotiations, modifications, and proposal submissions.
  • Expert knowledge of FAR, DFARS, and agency supplements applicable to DoD programs, including IDIQ and task order ordering, options, and contract changes.
  • Experience administering firm fixed price task orders and coordinating with pricing on cost and price analysis.
  • Demonstrated subcontract management experience including NDAs, teaming agreements, subcontract formation, and flowdown management.
  • Ability to interpret and apply requirements for Service Contract Labor Standards and Construction Wage Rate determinations as applicable to task orders.
  • Familiarity with cybersecurity and information protection clauses and obligations for control systems environments, including incident reporting and safeguarding requirements.
  • Strong proficiency preparing compliant proposal volumes, representations and certifications, and exception matrices, and coordinating responses to Section L and M requirements.
  • Skilled in stakeholder communication, schedule and deliverable control, risk and change management, and records management.
  • Experience preparing and tracking Small Business Subcontracting Plans and reporting in eSRS consistent with FAR 52.219-9 and DFARS requirements.
  • Familiarity with DFARS safeguarding and cyber clauses relevant to control systems, including 252.204-7012 and CMMC program requirements, and coordination of related flowdowns.
  • Awareness of OCONUS contracting considerations such as Defense Base Act insurance, theater-entry requirements, and Letters of Authorization processes.


Preferred Experience & Skills



  • Prior work supporting DoD facility and control systems programs such as UMCS, ESS, SCADA, HVAC controls, or related technologies.
  • Experience with CPSR readiness and corrective action follow through.
  • Working knowledge of small business utilization planning and reporting consistent with FAR 52.219-9 and DFARS requirements.
  • Experience with government systems such as SAM, PIEE, and CPARS.
  • NCMA certification such as CPCM or CFCM, or DAWIA level certification in Contracting.
  • Familiarity with government project controls and submittal systems used on DoD projects.


Required Education



  • Bachelor's degree in business, contracts, supply chain, finance, or related field, or in a project functional area relevant to the work.


Preferred Education



  • Advanced degree in business, acquisition, or related discipline.



Clearance



  • Ability to obtain a Secret Clearance.



Travel



  • Minimum 25% to job sites CONUS and OCONUS as required by task orders.
