 Clearance: TS/SCI Mission Essential is seeking a Task Order Program Manager (TOPM) to manage a large CI/HUMINT task order at INSCOM HQ. The TOPM shall serve as the Government's main POC and provide overall leadership and guidance for all Contractor personnel assigned to the task order.  
 
 - Manage
 project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.  - Responsible
 for cost, schedule, performance and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities.  - Coordinates
 resolutions to production-related problems. - Manage
 the timeliness, completeness, and quality of problem identification.  - Provide
 corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors.  - Ensure
 all contractor personnel provide customer satisfaction, display professionalism, and demonstrate ethical behavior.  - Establish
 clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.  
  
Minimum Qualifications: 
 
 - Master's
 degree in business, intelligence, or Science, Technology, Engineering, and Mathematics (STEM).  - Project
 Management Professional (PMP) or Certified Project Manager (CPM). Military or Government Training/Education: Intermediate Level Education (ILE), Senior Non-Commissioned Officer Academy (NCO), or other U.S. Government (USG) or IC equivalent. - Graduate
 of a Military Intelligence Military Occupational Specialty (MOS) / Area of Concentration (AOC) producing course or Intelligence Community (IC) equivalent. - Fifteen
 (15) full-time years in management or leadership position.  - Ten
 (10) full-time years in a Strategic Military Intelligence or IC role supporting CI, HUMINT, SR, or other sensitive/specialized intelligence activities.  - Five
 (5) full-time years of G-staff/action officer experience supporting an intelligence organization, to include maintaining accountability of staffing actions, organizing senior-level meetings and briefings, coordinating personnel actions, and disseminating information across the enterprise.  - Advanced
 Microsoft 365 proficiency. - Must
 have knowledge and experience with Intelligence Community Directives (ICD) 203, 206, 300, 501, 704 and 707 related to their duties.  - Must
 be able to perform other duties, responsibilities, and activities as needed. - Must
 have TS/SCI Clearance - Must
 be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
