Position Overview
We are seeking an exceptional Technical Program Director to lead large-scale cloud modernization initiatives across our customer's diverse healthcare technology portfolio. This role will drive the strategic execution of complex, multi-year cloud transformation programs involving mission-critical healthcare applications including document management systems, clinical platforms, business operations systems, and various healthcare applications serving millions of patients and healthcare providers.
The ideal candidate will combine deep technical expertise in cloud architecture with proven program management capabilities to orchestrate enterprise-scale migrations while ensuring zero downtime for healthcare operations and maintaining strict compliance with healthcare regulations.

Key Responsibilities
    • Strategic Planning and Execution: Oversee the planning, execution, and delivery of cloud projects, ensuring they are completed on time and within budget.
    • Client Relationship Management: Build and maintain strong relationships with clients, understanding their needs and ensuring their satisfaction with the services provided.
    • Leadership and Team Management: Lead and mentor a team of cloud engineers, architects, and project managers. Foster a collaborative and innovative work environment to drive successful cloud initiatives.
    • Maintains a consistent and prioritized view of all problems related to a program and actively captures and monitors problems that externally influence a program.
    • Guides program teams and related project managers in selecting methods, techniques, and evaluation criteria for obtaining results.
    • Develops and manages programmatic risk management plan including issues, risks, likelihood, mitigation strategies, mitigation resource needs, and timeframes.
    • Resource Management: Allocate and manage resources effectively to ensure project success and optimal utilization of team members.
    • Vendor Management: Manage relationships with cloud service providers, ensuring that the organization receives optimal service and support. Negotiate contracts and service level agreements (SLAs) to meet business needs.
    • Budget Management: Oversee the cloud program's budget, ensuring that financial resources are allocated effectively. Monitor spending and make adjustments as necessary to stay within budgetary constraints.
    • Risk Management: Identify potential risks associated with cloud initiatives and develop mitigation strategies. Ensure compliance with industry standards and regulatory requirements.
    • Stakeholder Communication: Communicate progress, challenges, and successes to senior management and other stakeholders.
    • Innovation and Improvement: Stay current with emerging cloud technologies and industry trends. Continuously seek opportunities to improve cloud infrastructure, processes, and practices.
Qualifications
    • Education: Bachelor's degree in Computer Science, Information Technology, or a related field. A master's degree or relevant certifications (e.g., AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect) is preferred.
    • Experience: At least 10 years of experience in IT, with a minimum of 5 years in cloud computing and program management. Proven track record of leading successful cloud projects and teams.
    • Technical Skills: In-depth knowledge of cloud platforms (e.g., AWS, Azure, Google Cloud) and related technologies. Familiarity with DevOps practices, containerization, and microservices architecture.
    • Leadership Skills: Strong leadership and team management skills, with the ability to motivate and inspire a diverse team. Excellent communication and interpersonal skills.
    • Analytical Skills: Strong problem-solving and analytical skills, with the ability to make data-driven decisions. Experience with cloud cost optimization and performance monitoring tools.
    • Project Management: Proficiency in project management methodologies (e.g., Agile, Scrum) and tools (e.g., Jira, Trello). Ability to manage multiple projects simultaneously and prioritize tasks effectively.
    • Business Acumen: Understanding of business processes and how cloud technology can drive business value. Ability to align technical initiatives with strategic business goals.
Strategic Program Leadership
    • Lead end-to-end cloud modernization programs for the customer's core healthcare applications, including document management platforms, customer benefit systems, clinical tools, and other mission-critical systems
    • Develop and execute comprehensive migration roadmaps spanning 12-36 month timelines with budgets ranging from $10M-$50M+
    • Partner with CIOs and customer technology executives across multiple business units to align technical initiatives with business objectives
    • Establish governance frameworks ensuring HIPAA compliance, data security, and regulatory adherence throughout cloud transformation initiatives
Technical Architecture & Innovation
    • Architect hybrid and multi-cloud solutions optimized for healthcare workloads, emphasizing fault tolerance, disaster recovery, and geographic redundancy
    • Navigate complex hybrid cloud deployment challenges including on-premises integration, data synchronization, network connectivity, and workload orchestration across cloud and traditional infrastructure
    • Drive technical decision-making for complex integrations between cloud platforms and healthcare systems (document management integrations, HL7 messaging, clinical workflows)
    • Lead modernization of legacy custom applications through containerization, microservices architecture, and Kubernetes-based cloud-native implementations
    • Collaborate with Architecture Review Boards (ARBs) to establish cloud-first design patterns and technical standards
    • Lead evaluation and implementation of emerging technologies including AI/ML capabilities for healthcare analytics and operations optimization
Cross-Functional Program Execution
    • Orchestrate large, distributed teams of 50-100+ technical professionals including cloud architects, DevOps engineers, application developers, and healthcare IT specialists
    • Manage complex stakeholder ecosystems involving clinical leadership, IT operations, compliance teams, vendor partners (Microsoft, AWS, etc.), and executive leadership
    • Implement risk mitigation strategies addressing healthcare-specific challenges including patient safety, data privacy, and regulatory compliance
    • Drive adoption of modern engineering practices including Infrastructure as Code, CI/CD pipelines, containerization strategies, and automated compliance monitoring
    • Lead legacy application modernization initiatives including refactoring monolithic applications into microservices and implementing cloud-native development practices
Healthcare Industry Expertise
    • Navigate healthcare regulatory requirements (HIPAA, HITECH, 21 CFR Part 11) within cloud architecture decisions
    • Understand clinical workflow dependencies and patient care impact during system migrations
    • Collaborate with clinical informatics teams to optimize system performance and user experience for healthcare providers
    • Work with various healthcare IT systems including EHR platforms, document management systems, and clinical applications as part of the broader ecosystem
    • Ensure business continuity and disaster recovery planning meets healthcare industry standards
Qualifications
    • MBA or Master's degree in Engineering, Computer Science, or related technical field
    • Healthcare industry certifications (various EHR platforms, HIMSS, CPHIT)
    • Cloud architecture certifications (Azure Solutions Architect Expert, AWS Solutions Architect Professional, Google Cloud Professional Cloud Architect)
    • Kubernetes certifications (CKA, CKAD) and container orchestration expertise
    • DevOps and application development certifications (Azure DevOps, AWS DevOps, Jenkins, GitOps)
    • Experience with the customer's specific technology stack and business model
    • Background in health plan operations, provider services, or pharmaceutical technology
    • Experience leading teams through major acquisitions and system integrations
Success Metrics
    • Program Delivery: Successful completion of cloud migration programs on schedule and within budget (targeting 25-40% timeline acceleration vs.industry benchmarks)
    • Technical Excellence: Achievement of cloud architecture goals including 99.9%+ uptime, improved performance metrics, and cost optimization targets
    • Stakeholder Satisfaction:Maintain high satisfaction scores from clinical users, IT operations, and executive stakeholders throughout transformation initiatives
    • Team Development: Build and retain high-performing technical teams with strong succession planning and career development outcomes
    • Innovation Impact: Implementation of next-generation capabilities that deliver measurable business value and competitive advantage

*The anticipated starting pay range for Colorado is: $171,400 - $228,500
*The anticipated starting pay range for the states of Hawaii and New York (not including NYC) is: $187,500 - $250,000
*The anticipated starting pay range for California, New York City and Washington is: $205,600 - $274,100
