New Program Design/Development Advisor - Consultant, Global Health

BACKGROUND:

Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization dedicated to providing lasting solutions to health challenges, empowering local health workers, and improving the quality of life for communities affected by health crises. Project HOPE seeks to expand its programming in global health security, HIV/AIDS, and tuberculosis (TB) in Africa, LAC and Asia. The organization intends to engage in strategic partnership and program design/development in response to upcoming funding opportunities from different donors and agencies.

We are seeking an experienced New Program Design/Development Advisor Consultant to support the design and development of strategically aligned program concepts and proposals that advance Project HOPE's mission in these critical health areas.

OBJECTIVE:

To develop competitive and compliant program designs and funding proposals that align with Project HOPE's strategic objectives in global health security, HIV, and TB, and to position the organization for success through a clear understanding of the funding landscape and programmatic approaches.

PRINCIPAL RESPONSIBILITIES:

1. Opportunity Analysis and Planning

o Review and analyze open and upcoming funding opportunities from bilateral and multilateral donors relevant to global health security, HIV/AIDS, and TB.

o Advise on strategic fit and feasibility based on donor requirements and Project HOPE's organizational capacity.

o Recommend funding opportunities aligned with the organization's strengths, technical expertise, and strategic priorities in Africa, LAC and Asia.

2. Competition and Landscape Analysis

o Conduct a competitive landscape analysis for targeted funding opportunities:

* Map recent awardees and types of funded projects in global health security, HIV/AIDS, and TB.

* Identify leading implementers and common partnership structures.

* Benchmark Project HOPE's positioning relative to competitors.

o Recommend strategic differentiators and partnership approaches to improve proposal competitiveness.

3. Program Design and Proposal Development

o Lead or support the design of comprehensive program concepts and full proposals (technical narrative, budget, required annexes).

o Coordinate with internal technical teams and country offices to develop content aligned with donor objectives and evaluation criteria.

o Ensure logical frameworks, results frameworks, monitoring and evaluation plans, and theories of change are robust, evidence-based, and tailored to specific contexts.

o Align program design and proposal language with PEPFAR, State Department, HHS, and CDC requirements and evaluation criteria.

o Integrate best practices in global health security, HIV/AIDS prevention and treatment, and TB control.

4. Partnership and Consortium Support

o Identify and engage strategic partners (e.g., local NGOs, research institutions, government health authorities, private sector entities).

o Support identification and vetting of consortium partners in Africa, LAC, and Asia.

o Coordinate inputs from partners to ensure coherent and unified applications.

DELIVERABLES:

* Opportunity analysis report identifying priority funding opportunities.

* Competition and funding landscape analysis report (including competitor profiles, partnership trends, and strategic recommendations).

* Complete submission-ready program designs and proposals (including technical narrative, work plan, monitoring and evaluation framework, budget, and required annexes)

MINIMUM QUALIFICATIONS:

Required:

* Master of Public Health (MPH) or advanced degree in public health, health sciences, or related field.

* Proven track record of successful program design and proposal development for PEPFAR, USAID, State Department, HHS, and/or CDC.

* Strong knowledge of global health security, HIV/AIDS, and tuberculosis programming approaches and best practices.

* Experience designing and implementing health programs in Africa and Asia.

* Excellent writing, editing, and project management skills.

* Strong understanding of U.S. government funding rules, compliance requirements, and evaluation processes.

Preferred:

* Experience in coordinating multi-country, multi-partner consortia.

* Familiarity with PEPFAR technical guidance and CDC cooperative agreement structures.

* Direct experience working with Ministries of Health and local health authorities in Africa and/or Asia.

* Knowledge of current trends and donor priorities in global health security, pandemic preparedness, HIV/AIDS treatment and prevention, and TB control.
