Leidos' Health & Civil Sector's Transportation Solutions Business Area is seeking an experienced and dynamic Deputy Program Manager to lead the 89 Site Acceleration Implementation for the Terminal Flight Data Manager (TFDM) program. This role will focus on managing the cost, technical, and schedule aspects of the complete end-to-end site deployment lifecycle, including site activation, hardware engineering, system production, software engineering, site testing, site adaptation, scenario development, technical manuals, training, and site transition to Initial Operating Capability (IOC).

This position is based inGaithersburg, MD, with local travel to Washington, DC and surrounding areas. Occasional travel to domestic customer locations may also be required.

The Deputy Program Manager will serve as the primary counterpart to the FAA Site Implementation Lead, working collaboratively to address site implementation dependencies, risks, and issues while developing detailed acceleration schedules. This position requires coordination across multi-disciplinary engineering organizations to ensure flawless execution of the 89 Site Acceleration plans and seamless hand-offs between teams.

Additionally, the Deputy Program Manager will support other TFDM program aspects and lead large, complex, strategic, high-value proposal efforts to secure new work and task orders. The role requires partnership with finance and engineering teams to achieve business objectives in a dynamic environment with evolving program and proposal requirements.

To succeed in this role, the Program Manager must demonstrate:

  • Extensive program management experience on large-scale programs
  • Strong business and technical knowledge with strategic vision
  • Disciplined strategic thinking and analytical problem-solving capabilities
  • The ability to gain internal support and build consensus
  • Proven ability to establish and maintain solid working relationships with customers, technical staff, managers, and peers
  • Excellent written and oral communication skills

Required skills and Experience:

  • Bachelor's degree and at least 10 years of relevant experience or a master's degree and at least 8 years of relevant experience, with at least 5 yearssupervising or leading teams or projects in a Project Management capacity
  • Strong leadership and communication skills
  • Technical background or operational experience in complex systems
  • Detailed understanding of site implementation for large software and hardware development/deployment programs
  • Demonstrated experience with all aspects of Earned Value Management Systems (EVMS)
  • Strong analytical and problem-solving skills with ability to work independently and collaboratively
  • Business development experience with Government contracting
  • Proven ability to work effectively with customers and program offices
  • Proactive approach with superior attention to detail and organizational skills
  • Strong business acumen, analytical capabilities, reliability, and sound judgment
  • Ability to travel as needed

Desired skills:

  • Knowledge of FAA Acquisition Management System, prime contract flow-downs, and performance-based contracting
  • Prior experience leading or coordinating end-to-end site deployment activities, including site activation, testing, adaptation, and transition to operational use
  • Ability to operate independently with limited supervision while building strong relationships across technical staff, division managers, and peers
  • FAA industry experience
  • PMP Certification

Must be able to obtain and maintain a Public Trust security clearance.
