About Department 411 - Life Cycle Support

Life Cycle Support is responsible for the identification and development of integrated logistics support (ILS) products for new acquisition and delivered ships. Life Cycle Support manages ILS planning, and the development, acquisition, integration, and delivery of applicable ILS elements necessary to design, support, and maintain a ship from concept formulation through disposal. Life Cycle Support also performs program oversight and alteration development for all Hull Planning Yard tasking on the OMNIBUS contract.

Role Overview

The Life Cycle Support (LCS) Office of Strategy Management is a cross-program team seeking an individual to proactively identify, manage, and resolve the most significant issues facing our programs, personnel, and Fleet. This is a high visibility position which involves frequent interaction with multiple levels of management and the ideal candidate is an individual who sees all stakeholders as customers. The selected candidate for this position must be a highly-motivated self-starter who can operate with minimal supervision and act strategically to balance evolving program needs.

Key Responsibilites

    Manage all classes of Commissioned Submarines to accelerate program readiness and ensure Fleet is Fit to Fight
  • Frequently interface with LCS Director to drive strategy
  • Lead identification and resolution of cross-program conflicts within the industrial base and internally within EB to support Commissioned Submarines and U.S. Navy Operational Availability
  • Coordinate for the Life Cycle Support Directorate opportunities for expansion of the Industrial Supply Base
  • Project/predict the major cross-program industrial base issues facing the shipyards and ensure the functional organizations are implementing adequate mitigation strategies
  • Drive Operational Availability improvements for cost optimization and schedule span reduction
  • Manage Planning Yard's Master Plan for the fluctuating Commissioning and Decommissioning In-Service Submarine Fleet, including plans for modernization and life cycle support
  • Establish and promulgate effective processes to identify and manage internal conflicts such as resource allocation, footprint availability, etc.

Strong interpersonal, communication, and project management skills are critical for this role. Candidate must have the ability to communicate professionally, developing and maintaining an excellent relationship with EB management and the customer.



Qualifications

Required

  • Bachelor's Degree or higher
  • Experience leading projects with EB Purchasing, Planning, Finance, Design and Engineering, and Program Office
  • Ability to initiate and lead cross-functional teams

Preferred

  • Advanced degree is a plus.
  • 2 - 4+ years of experience in Materials Management, or Program Office.
  • Previous EB Material Management and/or Supplier Development experience.
  • Knowledge of management tools (i.e. Manpower Planning, Artemis, EVMS, or other EB specific tools).
  • Knowledge of Life Cycle Support products and processes.


Skills

  • Demonstrated ability to work in a fast-paced, multi-discipline environment with direct interface with executive leadership
  • Proficient understanding of the EB procurement process, the maritime industrial base, FAR/DFARs requirements, program budgeting and related processes and procedures
  • Candidate should be a highly motivated problem solver who is well organized with a proven track record of managing projects
  • Candidate should have a demonstrated ability to foster a culture of teamwork and communications
  • Candidate must be proficient in Microsoft Word, Excel, and PowerPoint
