Job Description
IEM is looking for a Full Time - Compliance Specialist with a background in disaster recovery, community resilience, and federal grants management to work on current and upcoming projects. The Compliance Specialist is responsible for supporting the CDBG-DR Program's compliance unit within the CDBG-DR Division with oversight of all federal and local regulations. The Specialist will support the Compliance & Monitoring Program Manager in creating and overseeing the implementation of all operational and programmatic compliance and monitoring policies and procedures in keeping with all applicable federal and local rules and regulations. The Compliance Specialist will provide technical assistance across a wide range of program staff, subrecipients, grantees, and vendors to ensure ongoing compliance during stand up, implementation, and closeout of the CDBG-DR Programs.
This is a fast-paced environment, and each position/candidate should expect to work within tight deadlines with accuracy and consistency.
Primary Location:
- Live anywhere that meets remote work requirements in the United States, including Puerto Rico.
- Work remotely from home or personal office location.
- Preference will be given to candidates who reside in Pasco County, FL
Travel Requirements:
- The position may require intermittent travel to client sites in the state of Florida.
- Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.
Essential Functions:
- Support the Program Manager and Compliance & Monitoring Project Manager with coordination on development of policies and procedures for programs and operations, development of monitoring plans and schedules for periodic internal compliance reviews of CDBG-DR and MIT program activities, managing compliance documentation, and oversight of subrecipient, grantee, and vendor compliance with all applicable federal and local rules and regulations.
- Monitor the implementation of all DR and MIT programs and operations.
- Address identified risks and deficiencies in programmatic functions and service delivery, including those of vendors and subrecipients.
- Assist with the facilitation of external audits and regulatory monitoring visits by HUD, the HUD OIG and the County, and respond to state and federal government investigations and queries.
- Assures all invoices are audited for compliance with contract terms and supervises contract closeout.
- Makes recommendations on policies and procedures as needed to ensure the success and compliance of all program delivery activities.
- Perform outreach, training, and assistance on compliance documentation, as required
Minimum Qualifications:
- Degree: Bachelor's degree in business administration, public administration, emergency management or related fields.
- Experience: Demonstrated experience with audit programs, cost controls, and organizational compliance.
- Degree and Experience Substitution: 3+ years of relevant experience - particularly with federally funded grant programs - may be substituted in place of a degree.
- Strategic thinking with strong analytical skills and capable of retrieving, analyzing, and synthesizing data in a meaningful way.
- Ability to work independently and a strong commitment to a team environment.
- Ability to meet project milestones and delivery schedules.
Preferred Qualifications
- Six Sigma/Lean Six Sigma credentialing (Yellow Belt or Higher).

- Remote Locations: All remote work environments require the ability to maintain minimum internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your internet connection. You will also need account privileges and access to your internet service provider account during working hours for the purpose of maintaining the internet connection, if needed.
