Directs and manages the internal implementation of One Fairfax, a long term, large scale, high priority framework that involves county agencies across Deputy County Executive areas. Develops and sustains short term and long-term plans for integration of an equity focus into county business operations, and decision making, leading and organizing the work of cross functional and cross system teams with diverse perspectives and backgrounds that result in policy, practice, and/or process changes that produce more equitable results. Leads the development and implementation of training and competency building strategies for the workforce at all levels and in all areas of the organization to advance racial equity. Creates, reviews, and edits reports, presentations, memos, and other documents for internal and external audiences to communicate about equity principles and One Fairfax.
Duties and responsibilities include:
- Serves as a technical advisor and knowledge leader on matters related to racial and social equity to inform policy, practice, programs, and processes within and across departments, with task forces and committees, and with external groups.
- Researches and shares information and evidence-based practices with departmental equity leads and departmental leadership orally and in writing to inform policy and practice.
- Develops and sustains short term and long-term plans for integration of an equity focus into county business operations, and decision making, leading and organizing the work of cross functional and cross system teams with diverse perspectives and backgrounds that result in policy, practice, and/or process changes that produce more equitable results.
- Coordinates with over 60 staff in 40 departments who serve as departmental equity leads as they build their capacity to consider equity and develop equity impact plans in their departments, addressing areas such as leadership, workforce, community partnerships, data collection and analysis, planning, and service delivery.
- Provides consultation on equity-related challenges, strategies, and metrics for workgroups and committees conducting long-term planning at the county level to increase capacity for considering equity.
- Assists with budget oversight and contract development to support the work of county and community groups.
- Leads the development and implementation of training and competency building strategies for the workforce at all levels and in all areas of the organization to advance racial equity.
- Designs and develops training materials, session objectives, evaluations, and communications materials for trainings.
- Coaches and counsels equity ambassadors on facilitation concerns, questions about content, and changes needed to improve content and delivery of trainings.
- Creates, reviews, and edits reports, presentations, memos, and other documents for internal and external audiences to communicate about equity principles and One Fairfax.
- Presents on equity principles to various audiences to build a common language for talking about racial equity.
- Lead meetings and set agendas for various project teams dedicated to advancing equity.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")
Graduation from an accredited four-year college or university with a bachelor's degree in Sociology, psychology, ethnic studies, or related field, plus six years of professional-level experience organizing or working with equity, diversity, or inclusion initiatives.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Master's degree in public administration, social work with focus on macro/systems, public health, public policy, organizational development or related fields.
- Experience working in the government/public sector.
- At least five years of experience successfully convening and guiding cross-sector/cross-agency collaborations and teams toward shared goals and outcomes.
- At least five years of experience researching, analyzing, and interpreting policies and practices and developing key metrics for process and outcome improvements within a large, complex system.
- At least three years of experience working to advance racial and social equity at the institutional and systems' levels.
- At least three years of experience leading the development and implementation of training and competency building strategies for workforce development.
- At least three years of experience in data analysis, process and outcome improvement within the context of equity.
- Experience in a leadership/management position.
- At least three years of experience compiling, organizing, analyzing, and summarizing data and information and preparing detailed reports, presentations and other print and electronic communications using methods and tools that make complex topics understandable to a range of audiences.
- Experience working with elected officials and boards, authorities, commissions on policy, program/service or other issues.
PHYSICAL REQUIREMENTS:
Employee may be required to lift up to 15 lbs. Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
