ABOUT THIS POSITION: Under supervision, this position works as part of a comprehensive adult services program. Many of the duties and responsibilities include the following:
- Manages, tracks, monitors, facilitates, and reviews the day-to-day paraprofessional support operations for the Fairfax County Department of Family Services (DFS) Guardianship program.
- Provides specialized paraprofessional legal support to Fairfax County Adult Protective Services (APS), as well as other programs within DFS involving highly confidential cases and situations.
- Facilitates pre-guardianship panel
- Coordinates and monitors cases for presentation to the pre-guardianship panel, after panel approval, and during court proceedings
- Acts as liaison between APS and the County Attorney s Office (OCA)
- Prepares pleading exhibits for guardian/conservator petitions filed by OCA
- Approves invoices
- Conducts legal research and investigations
- Maintains comprehensive knowledge of local laws applicable to guardianship and extensive general knowledge of legal procedures and terminology
- Maintains knowledge of various sources of legal and technical reference material and legal research and support systems (Accurint for Government, Lexis Nexis, and CPAN)
- Provides training to staff and community
- Communicates findings under time -sensitive deadlines in a clear and concise manner
- Compiles and analyzes data and creates accurate and complete reports
- Develops and maintains effective working relationships with a variety of individuals, including the public, members of the legal and business communities, and department staff
- Interprets state and Fairfax County policies and procedures to make sure that guidelines and recommendations for the Guardianship program are followed
- Communicates with the highest degree of proficiency both orally and in writing, and conveys complex material in clear and concise manner
- Tracks and fulfills FOIAS and record requests
- Facilitates Wills on Wheels program
- Recommends improvements based on the needs of guardianship program and social worker specialists and supervisors in Adult Protective Services.
- Provides oversight to contractors, volunteers and/or interns assisting the guardianship program.
Note: The assigned functional areas of the position are legal research, legal document processing, legal case coordination, volunteer management and/or data analysis.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management; May supervise administrative and paraprofessional staff; Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes; Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations; Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.; Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators; Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility; Prepares reports and presentations of analysis and findings.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus two years of professional work experience within the functional area.
CERTIFICATES AND LICENSES REQUIRED: None.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, a credit check, a driving record check, and a Child Protective Services Registry check to the satisfaction of the employer.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:
- Experience working as a paralegal or legal assistant
- Experience preparing legal documents and performing legal research.
- Experience working in a law practice or court setting.
- Experience testifying in court cases/court processes, extraditions, and handling sensitive confidential documents, material, or information.
- Experience as a law enforcement officer, law clerk, or legal administrative work.
- Possession of a paralegal certificate.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
PHYSICAL REQUIREMENTS:
Ability to operate a motor vehicle.
Ability to sit for long periods of time.
Ability to use automated technology.
Clear and concise oral and written communication skills.
Sufficiently mobile to move throughout the office and to walk, stand, bend, take stairs, and carry boxes of up to 40 pounds in weight.
Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment, and computer.
