The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. The Office to Prevent and End Homelessness (OPEH) providing leadership and system administration for Fairfax County's Homeless Management Information System (HMIS). This position works in an office environment where security, responsibility, and accountability are of the highest importance.
Duties include:
- Facilitates five user committees overseeing the governance of an application utilized for data collection by programs supporting clients across over fifteen Fairfax County agencies and nonprofit partners.
- Designs and delivers training for end users with varying levels of technical proficiency
- Utilizes Learning Management Systems (LMS) and eLearning tools for creating and managing training content.
- Manages and updates the SharePoint site while designing and maintaining Nintex workflows.
- Collaborates with end users across various departments, ensuring their data needs are understood and met using excellent communication and interpersonal skills.
- Provides support and guidance to end users on data-related issues, such as troubleshooting data errors and reporting challenges. Trains end users on data management tools, workflows, and standard operating procedures.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus six months of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Familiarity with regional homelessness services, shelters, nonprofits, and community resources to understand the broader context of the work being supported.
- Strong communication and interpersonal skills demonstrating a patient and empathetic approach to customer support and experience supporting diverse user groups, with sensitivity to varied technical skill levels and needs.
- Experience working with Microsoft 365 tools (e.g., Word, Excel, Teams, SharePoint) and automating repetitive tasks in human services through tools like Nintex, Power Automate, or similar platforms.
- Knowledge of skills needed to support and guide end users on data-related issues, such as troubleshooting data errors and reporting challenges as well as developing and implementing data quality monitoring programs and dashboards.
- Proven experience designing and delivering training programs or workshops for end users with varying levels of technical proficiency. Demonstrated skill in adult learning principles, instructional design, and the use of various teaching methodologies. Proficiency in using tools for developing engaging and interactive training materials.
- Experience in the technology/computer application field.
- Experience tracking and reporting data using an application with over 100 end users.
- Experience developing and maintaining a SharePoint site
- Experience in project application implementation and support in the following areas
- Gathering and documenting end-user requirements
- Configuration of application / user interface
- Developing training tools
- Delivering training
- Developing reporting tools
- Creating and maintaining database or application documentation
- Developing enhancements/changes to existing application
- Conducting acceptance testing
- Maintaining existing systems
- Developing Nintex workflows
- Developing Microsoft Power Apps
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight.
Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer.
