Hill International is seeking a Program Manager in San Diego, California
- Responsible for a core group of programs with associated projects and contracts in a functional area.
- Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
- Schedule and allocate work; provide advice, guidance, and training to subordinates.
- Responsible for project planning, execution, and performance.
- Responsible for the overall contract performance.
- Manage substantial program and technical support operations involving multiple projects and task orders and personnel at diverse locations.
- Organize, direct, and coordinate planning and execution of all program and technical support activities.
- Establish and alter (as necessary) management structure to effectively direct program and technical support activities.
- Develop the management strategy for optimal program performance, management of stakeholder expectations, and support cross-functional collaboration efforts to drive innovation as a high performing program.
- Build, manage, and coordinate the schedule, technical accuracy, efficiency, and constructability of the program, as well as the cost effectiveness of all designs, drawings, reports, estimates, and other work as required.
- Ensure the review of the construction documents includes compliance with the program scope and budget.
- Meet and confer with management officials regarding program status and discuss technical activities and problem resolutions.
- Employ professional and support personnel with requisite expertise to ensure the complete, timely, and high-quality performance of the obligations of Portfolio and Project Management.
- Provide advice and recommendations regarding: the effective use of available funds and enhanced control of the scope of work; various delivery methods suitable for the project or program; assistance in contractor selection and preparation of contractor's contract; and achieving enhanced design and construction quality and optimum flexibility in contracting and procurement options.
- Provide the framework for reporting and control systems.
- Provide outreach to other consultants, contractors, and sub-contractors.
- Develop the interface management strategy for multiple, concurrent projects.
- Minimum 8-10+ years of experience providing direct project management pertaining to construction programs: Electrical/Gas Substation, Compressor, Transmission, Distribution, IT, or Civil projects.
- Bachelor's of Science in Engineering, Computer Engineering, or Business Management or equivalent field; equivalent experience with customer approval.
- PMP required, Agile or other Program Management certifications, training or demonstrated experience with customer approval. IEEE, IEC participating member.
- Demonstrated leader and coach in simultaneous projects and programs.
- Demonstrated communication skills in verbal, written, and presentation format.
- Ability to manage multiple teams and deliverables at all levels of the organization.
- Strong analytical cost management and cost control expertise including financial modeling, utilization of costing tools; SAP, Excel, and GAACP.
- California based utility experience is required.
- Must live local to San Diego.
The salary range for this position is $105,000-$135,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
