The College of Engineering (
COE) Human Resources office, situated within the Dean's Office, serves as the central strategic HR partner for the entire College. We provide comprehensive human resources services and coordination across our nine academic departments, multidisciplinary programs like Operations Research and Integrated Manufacturing Systems Engineering, and the Industrial Extension Service (
IES). Our dedicated team also manages all personnel aspects for the College's extensive Distance Education Programs. We are responsible for coordinating and servicing all personnel actions, from recruitment to retirement, and maintaining official personnel records for the College.

Essential Job Duties |
The HR Specialist serves as a confidential and independent administrator of critical HR and business functions, primarily supporting multiple departments and units within the College of Engineering. This role demands exceptional professionalism, attention to detail, and the ability to independently manage multiple, often competing, HR priorities while ensuring compliance with federal and state regulations, university policies, and employment laws.
The primary duties of this position consist, but are not limited to the following:
Biweekly Appointments
- Manage and coordinate the full recruitment cycle for all biweekly appointments, including department onboarding and separations.
- Provide guidance and support to hiring managers on biweekly hiring processes, including non-student temporary workers and student workers participating in Federal Work Study and Provost's Professional Experience programs.
- Collaborate with payroll and finance departments to resolve any payroll discrepancies or issues.
- Educate employees and supervisors on timekeeping procedures, including the use of electronic systems, to ensure accurate and compliant recording of hours worked.
- Maintain accurate records, including any employment documents.
- Serve as a primary resource addressing inquiries, concerns, and providing guidance on university policies and procedures to ensure a smooth transition into their roles.
- Serve as the primary point of contact for timekeeping related inquiries from employees, supervisors, and administrators.
- Maintain and update employee time records, ensuring accuracy and compliance with university policies; resolve timekeeping discrepancies and issues.
- Provide guidance and training on timekeeping procedures and systems.
Postdoc Positions & Recruitment
- Provide guidance to hiring managers to develop effective job descriptions, qualifications, and selection criteria.
- Collaborate with campus partners in gathering the necessary departmental, college, and university-level approvals for postdoctoral research scholar job descriptions.
- Manage full-cycle recruitment processes, including job postings, applicant transitions, interview best practices, and onboarding processes for postdoctoral research scholars.
- Produce professional offer letters with clarity that align with departmental, college, university legal, and branding requirements
Unpaid Appointments and Visa Processing
- Serve as the primary contact regarding processing of immigration documents for all international scholars, including the coordination of timely submission and tracking of all immigration documents, working in conjunction with the University's Office of International Services department and International Employment.
- Organize, collaborate, and produce necessary materials and documents needed for professional employees needing nonimmigrant status associated with their appointment (H-1B / J-1).

Qualifications
Minimum Experience/Education |
Bachelor's degree; or an equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.

Other Required Qualifications |
- Ability to understand HR best practices, along with university, state, and federal policies (including FLSA, ACA, ADAAA, FMLA, I-9, etc.), is essential to ensure compliance and effective guidance. The ability to interpret and apply these regulations is crucial.
- Excellent interpersonal skills and the ability to work professionally, courteously, and effectively with a wide range of constituencies in a community, including students, faculty, staff, and administrators.
- Ability to handle multiple complex, confidential and sensitive HR issues.
- Ability to meet deadlines and work under pressure.
- Attention to detail and analytical thinking.
- Ability to understand and interpret federal and university policies and procedures for H1B and J1 visas and other types as needed.
- Strong computer skills, including MS Word, Excel, PowerPoint, and the Google suite.
- Team player with highly developed communication and interpersonal skills (written and verbal), including demonstrated experience facilitating, presenting, and speaking to groups.
- Superior organizational skills, with the ability to prioritize and manage multiple projects simultaneously along with exceptional judgment and discretion.
- The ability to identify, analyze, and resolve or triage complex HR issues effectively, utilizing critical thinking to assess situations and evaluate solutions.

Preferred Qualifications |
- Previous Human Resource experience is highly desirable.
- Experience working with international scholars and J-1 Visa processing is preferred.
