Overview

Apogee has an exciting new opportunity for an Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics' (SOF AT&L) Program Executive Office for SOF Digital Applications SDA. PEO-SDA's vision is to provide USSOCOM a "one-stop shop" for SOF software-intensive digital applications. SDA's sole purpose is to ensure SOF Warfighters receive point-of-need knowledge, innovation, and the software support to remain the premier information dominance force anywhere, anytime.

This is a full-time position located at MacDill Air Force Base (AFB), FL.

Responsibilities

    Participate in collecting data requirements
  • Develop elements of program acquisition strategies
  • Support/conduct portions of market research
  • Keep program information current and organize data to submit to management for decision-making
  • Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones
  • Determine requirements; develop goals and objectives to accomplish the mission of Program Support, government counterparts to ensure execution of programs in accordance to plans, and to modify program policies and procedures based on changes to regulations.
  • Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in the development of solutions to program issues
  • Oversee the allocation of resources based on program requirements.
  • Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations.
  • Answer data calls and inquiries on program policies and procedures
  • Participate in the requirements development process in support of Senior Managers and Government counterparts.
  • Monitor programs to ensure compliance with policies and procedures
  • Manage program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary.
  • Coordinate program information with personnel.
  • Interpret regulations and directives to determine impact on programs.
  • Maintain a broad understanding of the assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges


Qualifications

Minimum Experience:

Citizenship: Must be a US citizen
Clearance: Must possess and maintain a TS w/SCI eligibility
Certifications: DAWIA Practitioner Equivalency IAW the PWS (DAWIA level II equivalent) in Program Management
Education: Bachelor's degree in a technical field, business, or related field

Years of Experience: Minimum of 10 years of experience in federal government acquisition projects, including:

  • Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position. Ability to properly apply funding rules associated with the obligation of multiple types of appropriations.
  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, "Operation of the Defense Acquisition System," and working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.8,7, "Operation of the Software Acquisition Pathway."

  • Maintain a broad understanding of the assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges
  • Working knowledge of the Defense Acquisition Framework process and knowledge of the Scaled Agile Framework
  • Knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types
