Pay Range

$160,890 - $244,752 Annually

$160,890 - $204,036 Annually for the TSL.3 level

$193,020 - $244,752 Annually for the TSL.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. Job Description

We have an opening for a Superblock Maintenance Support Manager. You will lead, organize, manage, and provide technical expertise to a wide range of nuclear facility and programmatic functions, including system maintenance, upgrades, and modifications in the Superblock. The Superblock is a Hazard Category 2 nuclear facility, with the purpose of enabling various stockpile stewardship initiatives related to national security. This position will report programmatically to the Maintenance & Reliability Engineering Lead in the Superblock. This position is in the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide advanced technical guidance, leadership, supervision, and administrative direction to a group of plumbers, electricians, and maintenance coordinators, primarily in nuclear facilities with some servicing non-nuclear facilities. Responsible for high-level goal setting, and strategic planning.
  • Assign work and remain cognizant of the technical goals, solution approaches, and progress of all projects within the group.
  • Manage the maintenance of the Superblock physical plant facility systems including electrical distribution, heating, ventilation, and air conditioning (HVAC), glovebox and room ventilation, and radiation monitoring vacuum systems, and vital safety systems (VSSs) in accordance with the applicable nuclear facility Documented Safety Analyses (DSA) and Technical Safety Requirements (TSR) to ensure safety, reliability, availability, and operability.
  • Utilize independent judgment, while working under minimal direction, to effectively resolve discrepancies in instances where the scope of work involves parallel and competing tasks requiring prioritization.
  • Oversee the Superblock spare parts inventory and management program; oversee the day-to-day direction of responsible staff, development of appropriate procedures and guidance documents, and implementation of the inventory and management programs.
  • Responsible for implementation of the Superblock Maintenance Management Program to ensure it meets the requirements of Department of Energy (DOE) Orders.
  • Monitor performance required to meet programmatic milestones and deliverables and lead corrective actions where necessary.
  • Foster and uphold the program's mission, vision, and values through programmatic leadership of team personnel and a broad scope of work and related activities.
  • Coordinate with leadership to develop long term initiatives and development plans that provide solutions to complex issues/problems requiring in-depth analysis and ingenuity.
  • Collaborate with the Superblock Facility Managers, Operations Engineering Leads, Projects Engineering Leads, Associate Program Leads and project managers regarding maintenance resources, and facility and equipment upgrades, modifications, and improvements.
  • Lead and mentor a team of technical personnel in the implementation of conduct of operations principles, conduct of maintenance principles, and Laboratory Environment, Safety and Health (ES&H) policies and procedures.
  • Be an Authorizing Individual on facility Work Control Documents (WCDs).
  • Communicate with stakeholders and leadership to report on project progress both internally and externally as appropriate.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.4 level

  • Provide briefings and strategic recommendations to senior management, and influence strategic decisions made by senior management and project stakeholders.
  • Provide advanced solutions to highly complex issues/problems where a high degree of ambiguity exists around techniques and approaches.
  • Lead, develop, and implement new or creative ideas, performance metrics, key performance indicators (KPIs), advanced techniques, and approaches, and/or redefine requirements that impact organizational operation or direction.
  • Work independently, with limited direction, to direct technical projects and brief senior management upon completion of projects.
  • Direct and develop technical projects where work is frequently not well defined and generally consists of a diverse range of highly complex problems. Scope of work may involve parallel tasks requiring the resolution of conflicting work requirements and prioritization of tasks toward long-range goals/targets.
  • Provide highly advanced technical guidance and mentorship to technical staff, fostering their technical development and supporting their growth within the team.

Qualifications
  • Ability to secure and maintain a U.S. Department of Energy (DOE) Q-level security clearance, which requires U.S. citizenship.
  • Bachelor's degree in engineering, engineering technology or related technical field, or the equivalent combination of education and related experience.
  • Experience managing and/or performing maintenance at a commercial, industrial, or a highly regulated facility (e.g., a DOE nuclear facility).
  • Demonstrated ability and experience using a high degree of independent judgment to provide sound technical evaluations and recommendations on nuclear and/or non-nuclear facility maintenance.
  • Advanced level technical and organizational problem-solving skills and demonstrated ability to effectively provide solutions to complex or conflicting issues.
  • Advanced and technical level verbal and written communication, facilitation, collaboration, and interpersonal skills necessary to lead a team, present, explain and provide advice to Superblock management and stakeholders, as well as staff members from internal and external regulatory organizations.
  • Significant experience and advanced level skills in writing and reviewing technical documents such as safety and maintenance plans and procedures.

Additional qualifications at the TSL.4 level

  • Subject-matter expert (SME) knowledge of DOE policies, procedures, regulations, and standards, including DOE Order 433.1B, DOE Order 430.1B, and DOE Order 422.1.
  • Significant experience and demonstrated record of successfully leading and motivating a team in achieving project objectives, which include resolving highly complex technical or managerial issues, defining and verifying requirements and resources, and applying project management expertise.
  • Expert written and verbal communication, facilitation, collaboration, and negotiation skills necessary to effectively lead a team, and present, explain, influence, and provide advice to senior management, reviewers, and stakeholders.
  • Significant experience reading and interpreting mechanical, electrical, and electro-optical specifications, and using drawings, datasheets, and procedure manuals.
  • Significant experience and demonstrated highly advanced skills with project management tools, including budgeting, scheduling, and project tracking.
  • Proven ability to manage parallel tasks requiring the resolution of conflicting work requirements and prioritization of tasks toward predetermined long-range targets.
  • Demonstrated ability to manage in positive ways by communicating effectively, empathizing with others, overcoming setbacks, and defusing conflict, with an aptitude for successfully mentoring and supervising others and managing sensitive personnel matters.

Qualifications We Desire

  • Active Q clearance
  • Experience with Superblock engineering operations or maintenance programs.
  • Significant experience as a maintenance supervisor or manager at a DOE or commercial nuclear facility.
