Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.

The Biltmore Hotel is a three-story apartment building located in the Old Town neighborhood of downtown Portland. All units are single-room occupancy with shared bathroom facilities. Most units are rent subsidized through project-based Section 8, with residents paying a portion of the rent.

The Housing Front Desk and Occupancy Specialist will primarily provide administrative and reception coverage for the Housing Administration Office. In addition, the position is responsible for occupancy at one or more CCC Housing locations. Duties differ from the Occupancy Specialist position in that the FDOA is responsible for a limited portfolio of units that are typically referral based and require minimal income sources to certify. The FDOA must be prepared to positively represent the Housing department and Central City Concern, engage with the public in a positive, friendly and professional manner, and provide the highest level of customer service at all times.

Schedule: Monday - Friday, 8:00am - 4:30pm

Location: Biltmore (Biltmore 310 NW 6th Ave Portland, OR 97209)

Compensation: Minimum of $20.17 per hour (Compensation could be increased based on candidate's experience)

MINIMUM QUALIFICATIONS:



  • Must have high school diploma or GED.
  • Must be able to multi-task and work well under pressure
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Ace of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must pass a pre-employment drug screen, TB test, and background check.
  • Must adhere to agency's non-discrimination policies.
  • Must generally have the ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, with reasonable or no accommodation.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, life-styles and sexual orientations and treat individuals with respect and dignity.
  • Ability to work on projects as they come up while continuing to manage the flow at the front desk.



ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Greet and direct the public, provide information, and answer inquiries in person and on multi-line phone system.
  • Maintain orderly front office to include brochures, application materials and basic cleanliness.
  • Perform front desk administrative duties as assigned, including but not limited to, distributing mail, making copies, staff scheduling, data entry, maintenance of applicant and tenant files.
  • Maximize housing portfolio occupancy through effective coordination of approved applicants and available units throughout assigned properties.
  • Prepare and sign residential leases on behalf of CCC.
  • Process income and asset verifications and prepare Tenant Income Certification in accordance with various funding agreements.
  • Post tenant and subsidy rent payments, security deposits, and other revenue items in Property Management Database.
  • Maintain schedule of move-in activity and coordinate with staff as needed to facilitate smooth workflow.
  • Prepare and maintain tenant files and documentation in a neat, orderly manner.
  • Serve as back-up for other Occupancy Specialists, Administrative Assistants, and Compliance Specialists during absences and/or during peak work periods.
  • Collect urine samples from clients as needed and in compliance with established protocols as applicable for Alcohol and Drug Free Housing building tenants.
  • Assist with waiting list openings, review and date stamp applications and other applicant documents.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCCC Compliance Department, as well as to your supervisor or their designee.
  • Perform other duties as assigned by the Housing Office Manager.
