Job Overview
Chugach Government Solutions is seeking a highly qualified Senior Advisor to provide strategic acquisition and assistance policy guidance, executive-level advisory support, and operational oversight to the USAID Office of Acquisition and Assistance (OAA). The Senior Advisor will serve as a key consultant to OAA leadership, providing expert-level input on acquisition reform, policy development, and interagency coordination. This position requires full-time, in-office presence at USAID Headquarters in Washington, DC. Salary Range: $145K - $180K Work Model: Onsite/In-Office
Responsibilities
Essential Duties & Job Functions:
Primary Duties:
- Advise USAID/OAA senior leadership on acquisition and assistance policy, reform initiatives, and strategic direction.
- Provide expert analysis of federal acquisition regulations, USAID procurement policies, and organizational impacts.
- Support development, interpretation, and implementation of acquisition and assistance guidance across OAA.
- Prepare policy briefs, white papers, reports, and official communications for senior executives.
Secondary Duties:
- Represent OAA leadership in interagency working groups, meetings, and external engagements.
- Provide mentorship and subject matter expertise to junior staff, ensuring professional development and knowledge transfer.
- Support cross-office collaboration, program alignment, and execution of Agency-wide priorities.
- Perform other duties as assigned by the Program Manager or USAID leadership.
Accountable For:
- Knowledge of: Federal acquisition regulations (FAR), USAID-specific acquisition and assistance regulations (AIDAR), policy development, and interagency coordination.
- Skilled in: Strategic policy analysis, advisory communications, executive-level coordination, and stakeholder engagement.
- Ability to: Exercise discretion and judgment in sensitive policy matters; manage competing priorities under tight deadlines; develop and deliver high-level written and verbal communications; work collaboratively with Agency leadership and interagency partners.
Job Requirements
Mandatory:
- Bachelor's degree in accounting, Finance, Business Administration, Public Administration, Economics, or related field.
- Demonstrated experience planning, conducting, and reporting on audits; evaluating policies, procedures, and internal controls; and making recommendations on audit issues.
- Expert knowledge of accounting and auditing theory, principles, concepts, and practices, as well as applicable laws, regulations, policies, and procedures for federal grants and contracts.
- In-depth familiarity with FAR, AIDAR, 2 CFR 200, ADS 300 series, and OMB guidance.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and audit-related systems.
- Must be able to obtain and maintain a secret clearance.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- Advanced degree (e.g., MBA, MPA, MS in Accounting).
- Prior USAID audit experience.
- Experience with indirect cost rate negotiations and audit resolution.
Working Conditions:
- Full-time, 40 hours per week. Remote-eligible within the United States. Work involves collaboration with multiple federal audit agencies, USAID staff, and implementing partners under recurring deadlines.
Physical Requirements:
- Primarily sedentary, requiring extended periods of desk and computer work. Must be able to review detailed financial and audit documentation.
