This position is responsible for the timely and accurate preparation and analysis of all financial statements of Horizon Healthcare Services, Inc. and all of its subsidiaries financial activities in accordance with Generally Accepted Accounting Principles (GAAP) and Statutory Accounting Principles (SAP). This position manages, develops and prepares all financial information for reporting to the Boards of Directors, the National Association of Insurance Commissioners (NAIC), the Department of Banking and Insurance (DOBI), the Blue Cross Blue Shield Association (BCBSA) and the Securities and Exchange Commission (SEC).
  • Oversees the preparation of the quarterly and annual financial statements (including footnotes) for Horizon Mutual Holdings, Inc. and all of its subsidiaries, including benefit plans, ensuring compliance with the appropriate accounting guidance (GAAP and SAP) and regulatory requirements of the SEC, NAIC, DOBI and BCBSA. Includes responsibility for drafting the Management-s Discussion and Analysis for all filings.
  • Research complex transactions and initiatives centered around Horizon's startup companies (Novawell) and joint ventures (Braven and others), organizational re-structure, M&A, revenue and other topics related to Horizons current business undertakings and defend stance taken to the SEC, NAIC, DOBI and external auditors.
  • Data mines using data pool to create more accurate reporting of financial statements and reduce audit risk.
  • Benchmark and utilize key financial indicators and analytics to determine areas potentially requiring review and adjustments to current reporting processes.
  • Oversee internal controls as they pertain to financial reporting and accounting to reduce risk and increase our ability to rely on controls to mitigate errors.
  • Performs variance analysis using financial and statistical data to support all financial reporting for internal and external purposes.
  • Drafts position papers based upon the research and interpretation of accounting issues and accounting principles that potentially impact the Company. Includes the communication of the proper accounting treatment to the Finance Department and the development of the required disclosures to the financial statements. This includes GAAP and SAP accounting principles, and regulatory requirements of the SEC, NAIC, DOBI and BCBSA.
  • Coordinates the company-s pension and 401(k) audits.
  • Oversees the development, documentation and recording of SG&A cost allocations between companies and between market segments to comply with the appropriate accounting guidance (GAAP and SAP).
  • Directs staff to ensure overall client satisfaction and appropriate level of service delivery.
  • Develops and monitors goals for staff and provides ongoing feedback and coaching.
  • Conducts performance reviews on an annual basis and administers salaries for the staff.
  • Directs the employment activities of the office that include staffing, development, and training.
  • Ensures staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies, and procedures.
  • Accountable for maintaining effective internal controls over the processes and transactions under areas of responsibility including the completeness and accuracy of financial information and transactions, compliance with applicable laws and regulations, and the effectiveness and efficiency of operations.

Education/Experience:

  • Bachelors degree in Accounting or Finance from an accredited college or university preferred.
  • Master's degree in business administration, accounting or finance a plus
  • Requires a minimum of 8 years of progressively responsible experience in technical accounting, financial reporting, general accounting, financial analysis, and related functions preferably within a public company and/or the health insurance industry
  • Minimum 4 years of supervisory experience
  • CPA preferred

Skills and Knowledge:

  • Requires in-depth knowledge of general accounting principles and methods and of Generally Accepted Accounting Principles (GAAP). Prefers knowledge of Statutory Accounting Principles (SAP)
  • Requires strong and oral written communication skills
  • Requires ability to work with large data to create data driven findings and reporting.
  • Requires demonstrated aptitude for analytical thinking including the ability to research and resolve problems, report findings accurately, identify solutions and implement resolutions through interaction with company-wide personnel.
  • Requires very strong attention to detail and granular levels of financial reporting
  • Requires the ability to plan, organize and prioritize work assignments
  • Requires the ability to work independently and exercise sound business judgment
  • Require strong skills in MS Office (particularly Excel and Access)
  • Requires knowledge of the general ledger system
  • Requires knowledge of financial auditing

Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware

Salary Range:

$121,200 - $165,375

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
