JOB SUMMARY:

The Supervisor of Community Health Centers is responsible for the day-to-day operations of all Health Center services under the Department of Housing and Human Services. With direct oversight of various staff, the supervisor coordinates all administrative tasks, program scheduling, client documentation and staff training. Reporting to the Clinical Director, the supervisor participates in strategic planning activities for continuous improvement of client care, implementation of best practices for health center operations, and ensures accurate documentation of health center activities. The employee in this position is considered essential personnel and will be required to respond to emergencies as needed throughout the Department of Housing and Human Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages health care services primarily supporting Frederick residents who are experiencing homelessness, behavioral health care, are considered low-moderate income.
  • Participates in the recruitment, orientation, training, and performance review of health center employees.
  • Participates in payroll processing procedures by reviewing timesheets and leave requests.
  • Provides direct supervision to various health center staff, including Medical Assistants and Outreach Workers.
  • Works collaboratively with Clinical Director to ensure clinical supervision of all Registered Nurses, Physician Assistants, and Nurse Practitioners.
  • Works under the supervision of the Clinical Director to lead operational functions, including staff scheduling, assignment of caseloads, client scheduling, and maintaining inventory.
  • In collaboration with Clinical Director and the Community Engagement Specialist, assigns health center volunteers to programmatic activities that align with their professional and personal objectives.
  • Collaborates with clinical staff (i.e. Clinical Director, Registered Nurses, Physician Assistants, Nurse Practitioners) to coordinate client care and to facilitate client workshops.
  • Oversees scheduling of health center staff at various health center locations, including satellite offices and special events under the guidance and supervision of the Clinical Director.
  • Develops, administers, and tracks professional development activities for staff.
  • Implements strategies to ensure compliance with program and funding regulations, including adherence to program policies, ensuring client confidentiality, and maintaining timeliness of reporting procedures.
  • Facilitates team meetings with employees to discuss best practices, operational strategies, and case reviews.
  • Works collaboratively with Case Managers to identify resources and to ensure goal follow up for continuous client successes.
  • Participates in administrative functions, including tracking client demographics, coordinating submission of medical claims, processing incident reports, and overseeing data entry tasks of team members.
  • Leads continuous qualitive improvement activities including participating in credentialing certifications, administering and reviewing client satisfaction surveys, monitoring staff data and maintaining updated client files.
  • Builds and maintains collaborative relationships with community partners.
  • Represents the Department of Housing and Human Services at inter-agency, community, and board meetings as assigned.
  • Performs other duties as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED EDUCATION AND/OR EXPERIENCE:

  • Any combination of training and experience which demonstrates ability to perform the duties and responsibilities as described; a typical qualifying background would include coursework in Public Health, Nursing, Human Services, or a related field.
  • Three (3) years of management or supervisory experience in a health center setting.
  • Experience with medical billing or overseeing medical billing duties, including Medicaid and Medicare claims.
  • Experience with health data management and collection.
  • Experience with using Electronic Medical Records.

REQUIRED CERTIFICATES AND/OR LICENSES:

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

  • Strong interpersonal communication skills and an ability to provide services to persons who are low-moderate income, are experiencing homelessness and who's primary language is not English.
  • Good written and oral communication skills.
  • Commitment to professional ethics and standards.
  • Ability to read and interpret documents using the English Language.
  • Ability to work within a multidisciplinary team.
  • Ability to safely drive cargo and passenger vans and vehicles with manual transmissions.
  • Ability to use Microsoft Office Suite.

OTHER DESIRABLES:

  • Bachelor's or master's degree in nursing, human services, public health, or related field preferred.
  • Ability to communicate using the Spanish Language.
  • Ability to communicate using American Sign Language.

The employee is subject to the use of Universal Precautions as required by the Bloodborne Pathogens Exposure Control Plan, and to annual Tuberculosis (TB) Testing as required by the Tuberculosis Prevention Plan
